For the school year 2024-2025, what is the support rate for ethnic minority students regarding health insurance premium in Vietnam?
Based on Clause 1, Article 8 of Decree 146/2018/ND-CP as amended by Point a, Clause 3, Article 1 of Decree 75/2023/ND-CP, the level of support from the state budget is regulated as follows:
State Budget Support
1. From the effective date of this Decree, the level of support from the state budget for certain subjects is as follows:
a) 100% health insurance premium support for individuals from near-poverty households residing in poor districts according to the decision of the Prime Minister of the Government of Vietnam and other competent authorities' documents;
b) Minimum 70% health insurance premium support for subjects specified in Clauses 1, 2, and 5, Article 4 of this Decree;
c) Minimum 30% health insurance premium support for subjects specified in Clauses 3 and 4, Article 4 of this Decree.

Ethnic minorities living in specially difficult villages, regions II and III of ethnic minority and mountainous areas in the 2016-2020 period, but no longer listed in regions II and III of ethnic minority and mountainous areas for the 2021-2025 period according to the decision of the Prime Minister of the Government of Vietnam.
They will receive a minimum of 70% health insurance premium support for the group of ethnic minority students living in specially difficult villages, regions II, and III of ethnic minority and mountainous areas during the 2016-2020 period, but no longer listed in the said areas for the 2021-2025 period according to the decision of the Prime Minister of the Government of Vietnam.

According to the provisions in Article 12 of Decree 146/2018/ND-CP:
Health Insurance Cards
Health insurance cards issued by social insurance agencies reflect the following information:
1. Personal information of the health insurance participant, including: Full name; gender; date of birth; residential address or workplace.
2. Health insurance benefits as stipulated in Article 14 of this Decree.
3. The effective date of the health insurance card.
4. The place of initial medical examination and treatment covered by health insurance.
5. Continuous health insurance participation for 5 years or more for subjects required to co-pay medical examination and treatment expenses. Continuous health insurance participation is the time recorded on the subsequent health insurance card not interrupted longer than 3 months.
Persons sent by competent authorities on official assignments, studying, working, or accompanying their spouses, legitimate children, or legal adoptive children under 18 years old on assignments to Vietnamese agencies abroad, the period abroad is counted as health insurance participation time.

2. For the subjects specified in Clause 7, Article 3 of this Decree:
a) If children are born before September 30: The health insurance card is valid until the end of September 30 of the year the child turns 72 months old;
b) If children are born after September 30: The health insurance card is valid until the end of the last day of the month the child turns 72 months old.
3. For the subjects specified in Clause 8, Article 3 of this Decree, the health insurance card is valid from the date they receive social assistance as decided by the district-level People's Committee.
4. For the subjects specified in Clause 9, Article 3, and Clause 1, Article 4 of this Decree, who are fully supported by the state budget for health insurance premiums, the health insurance card is valid from the date determined by the decision approving the list by the competent state authority.
5. For the subjects specified in Clause 10, Article 3 of this Decree, the health insurance card is valid from the date determined by the decision approving the list by the competent state authority.
6. For the subjects specified in Clause 14, Article 3 of this Decree, the health insurance card is valid immediately after donating body parts.
7. For the subjects specified in Clause 3, Article 4 of this Decree:
a) The health insurance card is issued annually to students of general education institutions, in which:
- For first-grade students: The validity starts from October 01 of the first year of elementary school;
- For 12th-grade students: The card is valid until the end of September 30 of that year.
