Based on Article 34 of the Regulation on educational quality accreditation and national standard recognition for primary schools issued together with Circular 17/2018/TT-BGDDT:

Recognition of schools meeting educational quality accreditation standards

1. Conditions for recognizing a school meeting educational quality accreditation standards:

a) Having at least one cohort of students who have completed the primary education program;

b) Receiving an external assessment with a result of at least Level 1 according to the provisions at Clause 1, Article 6 of this Regulation.

2. Levels of recognition:

a) Level 1: Schools are evaluated to meet Level 1 as regulated in Clause 1, Article 6 of this Regulation;

b) Level 2: Schools are evaluated to meet Level 2 as regulated in Clause 1, Article 6 of this Regulation;

c) Level 3: Schools are evaluated to meet Level 3 as regulated in Clause 1, Article 6 of this Regulation;

d) Level 4: Schools are evaluated to meet Level 4 as regulated in Clause 1, Article 6 of this Regulation.

One of the conditions for a primary school to achieve educational quality accreditation is to receive an external assessment with a result of at least Level 1 as stipulated in Clause 1, Article 6 of the Regulation on educational quality accreditation and national standard recognition for primary schools issued together with Circular 17/2018/TT-BGDDT, specifically including 5 Level 1 standards as follows:

- Standard 1: School organization and management

- Standard 2: Managerial staff, teachers, staff, and students

- Standard 3: Facilities and teaching equipment

- Standard 4: Relationship between school, family, and society

- Standard 5: Educational activities and educational outcomes

What is the deadline for issuing the certificate of educational quality accreditation for primary schools in Vietnam?

Based on Article 35 of the Regulation on educational quality accreditation and national standard recognition for primary schools issued together with Circular 17/2018/TT-BGDDT:

Issuing the certificate of educational quality accreditation and announcing the accreditation results

- Within 20 working days from the date of receiving the external assessment team's report, the Director of the Department of Education and Training decides to issue the certificate of educational quality accreditation according to the level the primary school has achieved.

- The certificate of educational quality accreditation is valid for 5 years. At least 5 months before the expiration of the certificate’s validity, the primary school must complete the self-evaluation process according to Article 23 and register for an external assessment according to Article 26 of the Regulation on educational quality accreditation and national standard recognition for primary schools issued together with Circular 17/2018/TT-BGDDT to be re-recognized.

Re-recognition is carried out according to the provisions of Article 34 of the Regulation on educational quality accreditation and national standard recognition for primary schools issued together with Circular 17/2018/TT-BGDDT.

Additionally, the educational quality accreditation results of the primary school are publicly announced on the Department of Education and Training’s website.

Thus, the deadline for issuing the certificate of educational quality accreditation for primary schools is within 20 working days from the date of receiving the external assessment team's report.

What are the responsibilities of the Department of Education and Training in receiving and checking the dossiers for external assessment registration?

Based on Article 27 of the Regulation on educational quality accreditation and national standard recognition for primary schools issued together with Circular 17/2018/TT-BGDDT:

- Receiving, checking the dossiers for external assessment registration from the district education and training offices, informing the district education and training offices whether the dossiers are accepted for external assessment or require further completion;

- Receiving, checking the dossiers for external assessment registration from primary schools within its jurisdiction; informing the primary school whether the dossiers are accepted for external assessment or require further completion;

- Establishing the external assessment team or proposing the Chairman of the Provincial People’s Committee establish the external assessment team in accordance with Articles 29 and 30 and implementing the steps in the external assessment process as stipulated in Clauses 1, 2, 3, 4, and 5, Article 28 of the Regulation issued together with Circular 17/2018/TT-BGDDT within 3 months from the date of informing the district education and training office or primary school that the dossier has been accepted for external assessment.

Additionally, the Division of Education and Training also has responsibilities in receiving and checking the dossiers for external assessment registration, specifically:

- Receiving, checking the dossiers for external assessment registration of primary schools within its jurisdiction and informing the primary school whether the dossiers are accepted for external assessment or require further completion;

- Sending the accepted dossiers for external assessment registration of primary schools to the Department of Education and Training.
