Pursuant to Article 39 of the Draft Circular on the Regulation of High School Graduation Examinations:
Exemption from Foreign Language Examination for High School Graduation Recognition
1. Members of the national team attending international Olympic competitions in foreign languages as per the Decision of the Minister of Education and Training are exempt from the foreign language examination for high school graduation recognition.
2. Individuals possessing one of the language certificates specified in the annex of this Regulation or language certificates recognized by the Ministry of Education and Training equivalent to the 6-level language competency framework for Vietnam (achieving level 3 or above and valid until the exam registration date) are exempt from the foreign language examination for high school graduation recognition.
3. Candidates who meet the conditions for exemption from the foreign language examination will not have their points converted to be calculated in the total points for graduation recognition. For those who qualify for exemption but still wish to take the foreign language exam for graduation, the actual examination results must be used for graduation point calculation.
According to Clause 2, Article 35 of the Regulation on High School Graduation Examinations issued with Circular 15/2020/TT-BGDDT, the exemption from the foreign language examination for graduation recognition is specified as follows:
Exemption from the Foreign Language Examination for Graduation Recognition
1. Subjects exempt from examination:
a) Members of the national team attending international Olympic competitions in foreign languages as per the Decision of the Minister of Education and Training;
b) Holders of one of the certificates specified in the annual guidance on high school graduation exam organization by the Ministry of Education and Training.
2. Candidates who are exempt from the foreign language examination will be awarded 10 points for this exam when considering graduation recognition.
3. Candidates who do not register to use their exemption right must take the exam and be evaluated for graduation recognition like those who are not exempt.
Candidates with language certificates meeting the stipulated requirements are exempt from the foreign language exam but will not have their scores equated to 10 points for graduation recognition as they are currently. This implies an expected removal of converting 4.0 IELTS to 10 points for high school graduation in 2025.

What are the regulations on high school graduation recognition in the latest draft?
Pursuant to Article 46 of the Draft Circular on the Regulation of High School Graduation Examinations, the recognition of high school graduation is defined as follows:
- Candidates qualified to take the exam, not disciplined by having their exam results nullified, achieving over 1.0 point in all subjects on a 10-point scale and having a total graduation score of 5.0 points or higher, are recognized for high school graduation.
- Candidates qualified to take the exam and exempted from all examinations in the high school graduation evaluation as prescribed in Article 40 of the High School Graduation Examination Regulations are recognized for high school graduation.
What regulations must candidates follow in the exam room for High School Graduation in 2025 in Vietnam?
Pursuant to Article 21 of the Draft Circular on the High School Graduation Examination Regulations 2025 (Regulation), the responsibilities of candidates taking the high school graduation exam in 2025 are as follows:
- Sit in the correct position corresponding to their candidate number; present ID card and exam permit when requested by invigilators or individuals on exam duty.
- For exam preparation, candidates may bring into the exam room: writing pens; rulers; pencils; erasers; compasses; graphing tools; non-programmable handheld calculators without the text-editing function, not containing periodic table lookup features, and without memory cards.
- Prohibited items in the exam room: carbon paper, correction pens, alcoholic drinks; weapons and explosives, flammable materials; documents, telecommunication devices (transmitting and receiving information, audio recording, video recording) or devices containing information for cheating during the exam.
- Before beginning the exam, candidates must fill in their candidate number and personal information in the exam papers, answer sheets, Optical Reader Answer Sheets (multiple-choice answer sheets), and draft papers. Upon receiving the exam paper, check the number of pages, the print quality of the pages, and the exam code on each page for consistency (for multiple-choice exams); if any page is missing, torn, damaged, blurred, or open, report immediately to the invigilator within 05 (five) minutes from the start time of the exam.
- During the exam, maintain silence, report immediately if someone copies their work or interferes with their papers; exchanging, discussing, copying or allowing others to copy their work, using unauthorized materials to complete the exam, or engaging in cheating behaviors are prohibited; if a candidate wishes to make a statement, they must raise their hand and, upon permission, publicly present their opinion. Personal marks or unique signs, using pencils except for filling in multiple-choice answer sheets are prohibited; only one color of ink (blue or black) is allowed.
- For essay exams, candidates may only leave the room after 2/3 (two-thirds) of the exam duration and must submit their answer papers, exam papers, and drafts before leaving; for multiple-choice exams, candidates are not allowed to leave the exam room throughout the exam duration, including during breaks between elective subjects; if a candidate needs to leave the room temporarily, the invigilator must report to the exam room supervisor for coordination; emergency exits from the exam room must be supervised by police and the room supervisor until the end of the exam session and be approved by the Exam Center Head.
- Upon the signal of the end of the exam, candidates must stop writing immediately and preserve their answer sheets. When submitting the essay exam, record the number of submitted sheets and sign the acknowledgment on the answer collection sheet; candidates without answers still have to submit their answer sheets (for essay exams) and multiple-choice answer sheets (for multiple-choice exams).
