Enrollment methods

1. Training institutions decide on one or several enrollment methods (entrance exams, admission, or a combination of entrance exams and admission), applicable for the entire institution or specific to certain programs, majors, groups of majors, and training formats. A program, major, or group of majors may simultaneously use several enrollment methods.

2. Each enrollment method must clearly define the evaluation criteria, admission, and the way of utilizing these criteria to classify, rank, and determine eligible conditions for candidates based on the requirements of the program, major, or group of majors. The evaluation and admission criteria must be based on the foundational knowledge and core capabilities required for candidates to pursue the program or major.

The admission score and cut-off score of the methods and subject combinations used for admission must be converted to a common and uniform scoring scale for each program, major, or group of majors.

3. Regarding the enrollment method based on academic results, and test results for each subject (including final scores of high school subjects, national high school graduation exam scores, foreign language certificates, and other evaluation results):

a) The subject combination used for admission must include at least 3 subjects suitable for the characteristics and requirements of the training program, with mathematics or literature having a weight of at least 1/3 of the total score;

b) A program, major, or group of majors may use multiple subject combinations for admission, in which the common subjects of the combinations must have a weighting of at least 50% of the total score;

c) In the case of using academic results at the upper secondary education level for admission, GPAs of Grade 12 must be used.

An important new point for admission to undergraduate programs by academic records in 2025 is the Ministry of Education and Training’s proposal to require the use of the candidate's GPAs of Grade 12.

Additionally, other conditions for admission to undergraduate programs by academic records are as follows:

- The subject combination used for admission must include at least 3 subjects suitable for the program's characteristics and requirements, with mandatory mathematics or literature having a weight of at least 1/3 of the total score.

- A program, major, or group of majors may use multiple subject combinations for admission, in which the common subjects of the combinations must have a weight of at least 50% of the total score.

Particularly, the admission scores and cut-off scores of the methods and subject combinations used for university admission must be converted to a common and uniform scoring scale for each program, major, or group of majors at the institution.

Therefore, institutions cannot simultaneously use a 30-point scale for transcript or national high school graduation exam results and a 150-point scale for competency assessment exam scores as before.

What are the general requirements for enrollment for undergraduate programs in Vietnam?

According to Article 3 of the Regulation on enrollment for full-time undergraduate and college programs in early childhood education issued with Circular 08/2022/TT-BGDDT, the general requirements for enrollment for undergraduate programs are as follows:

- Training institutions exercise autonomy and accountability in enrollment work, ensuring legal conformity and taking responsibility before the law.

- Each training institution implements all necessary measures to create favorable conditions and equal opportunities for all candidates; selects candidates with aspirations and capabilities most suitable to the program and training major requirements.

- Training institutions closely cooperate under the support and supervision of the Ministry of Education and Training to ensure consistency, synchronization, and connectivity within the system; help enhance the quality and effectiveness of admissions for each training institution and the whole system.

What are the basic principles in enrollment for undergraduate programs in Vietnam?

According to Article 4 of the Regulation on enrollment for full-time undergraduate and college programs in early childhood education issued with Circular 08/2022/TT-BGDDT, the basic principles in enrollment for undergraduate programs in Vietnam are as follows:

(1) Equity for candidates

- Regarding information provision: Each interested candidate is provided with complete, clear, reliable, consistent, and prompt information to make appropriate decisions and prepare best for participating in admissions;

- Regarding application opportunities: No candidate is deprived of application opportunities due to regulations unrelated to qualifications, or capabilities (except regulations from the Ministry of Public Security and Ministry of National Defense specific to the defense and security sectors); or due to cumbersome, costly admissions procedures;

- Regarding capability evaluation: Candidates must be objectively, fairly, and reliably evaluated on their learning potential and prospects for success, meeting the requirements of the program and training major;

- Regarding admission opportunities: Candidates must be provided with the highest admission opportunities and the right to determine priority aspirations among the training programs/majors that meet admission conditions;

- Regarding fulfilling commitments: Training institutions must fulfill commitments to candidates; provide advice, and support, and resolve complaints, protecting the legitimate rights of candidates in risk scenarios.

(2) Equality among training institutions

- Regarding cooperation: Training institutions cooperate equally to enhance admissions quality and efficiency while bringing the best benefits to candidates;

- Regarding competition: Training institutions compete honestly, fairly, and healthily in admissions as regulated by competition law.

(3) Transparency to society

- Regarding information transparency: Training institutions are responsible for publishing comprehensive, clear, and prompt admissions information via appropriate media to enable societal and regulatory oversight;

- Regarding accountability: Training institutions are responsible for reporting at the request of regulatory agencies and accounting to society through appropriate means on significant issues causing public concern.
