Pursuant to Clause 1, Article 27 of the Charter of Lower Secondary Schools, Upper Secondary Schools, and Multi-level Schools issued together with Circular 32/2020/TT-BGDDT, one of the duties of upper secondary school teachers is to organize teaching and educational activities according to the school's educational plan and the faculty's educational plan; managing students in educational activities organized by the school.

What is the teaching period norm for upper secondary teachers in Vietnam?

According to Article 6 of the Regulation on working regime for general education teachers issued together with Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT):

Teaching Period Norm

The teaching period norm is the number of theoretical or practical periods each teacher must teach in a week. To be specific:

  1. The teaching period norm for primary school teachers is 23 periods, for lower secondary school teachers is 19 periods, for upper secondary teachers is 17 periods.
  1. The teaching period norm for teachers of ethnic boarding schools is 17 periods at the lower secondary level, 15 periods at the upper secondary level.

The teaching period nrom for teachers of semi-boarding ethnic schools is 21 periods at the primary level, 17 periods at the lower secondary level.

The teaching period norm for teachers of schools and classes for the disabled is 21 periods for teachers at the primary level, 17 periods for teachers at the lower secondary level.

2a. The teaching period norm for teachers of university preparatory schools is 12 periods.

  1. Teachers who serve as general leaders of Ho Chi Minh Young Pioneers in level I schools teach 2 periods a week, level II schools teach 1/3 of the teaching period norm, and level III schools teach 1/2 of the teaching period norm of teachers of the same educational level. The classification of general education schools follows current regulations.

Thus, according to the regulations, the teaching period norm for upper secondary teachers is 17 periods per week. The teaching period norm for teachers in ethnic boarding upper secondary schools is 15 periods per week.

In addition, teachers who serve as general leaders of Ho Chi Minh Young Pioneers in level I schools teach 2 periods a week, level II schools teach 1/3 of the teaching period norm, and level III schools teach 1/2 of the teaching period quota of teachers of the same educational level.

What are regulations on reduction in teaching period norm for upper secondary homeroom teachers in Vietnam?

According to Article 8 of the Regulation on working regime for general education teachers issued together with Circular 28/2009/TT-BGDDT (supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT), the policies on reduction of teaching period norm are stipulated as follows:

Regulations on reduction in teaching period norm for teachers concurrently holding professional tasks

  1. Homeroom teachers at the primary level are reduced by 3 periods/week, at the lower secondary and upper secondary levels by 4 periods/week.
  1. Homeroom teachers at ethnic boarding schools at the lower secondary and upper secondary levels are reduced by 4 periods/week. Homeroom teachers at specialized schools and semi-boarding schools are reduced by 4 periods/week. Homeroom teachers at schools and classes for the disabled are reduced by 3 periods/week.

2a. Homeroom teachers at university preparatory schools are reduced by 3 periods/week.

  1. Teachers in charge of specialized classrooms are reduced by 3 periods/subject/week.
  1. Teachers concurrently in charge of school-wide arts, physical education, school gardens, workshops, equipment rooms, and libraries (if these tasks do not have a dedicated staff) are entitled to a reduction of 2-3 periods/week depending on the work volume, as decided by the principal.
  1. Subject group leaders are reduced by 3 periods/week.

5a. Deputy head of the professional group is reduced by 1 period/week.

5b. Teachers concurrently serving as heads of functional departments in university preparatory schools are reduced by 3 periods/week;

Teachers concurrently serving as deputy heads of functional departments in university preparatory schools are reduced by 1 period/week.

Thus, the reduction in teaching period norm for upper secondary homeroom teachers is as follows:

- Homeroom teachers at the upper secondary level are reduced by 4 periods/week.

- In the case of homeroom teachers at ethnic boarding upper secondary, they are also reduced by 4 periods/week.

- Homeroom teachers at gifted schools and semi-boarding schools are reduced by 4 periods/week.

- Homeroom teachers at schools and classes for the disabled are reduced by 3 periods/week.

What are prohibited acts of upper secondary school teachers in Vietnam?

According to Clause 1, Article 31 of the Charter of Lower Secondary Schools, Upper Secondary Schools, and Multi-level Schools issued together with Circular 32/2020/TT-BGDDT, upper secondary teachers are prohibited from the following actions:

- Insulting the honor and dignity; infringing upon the body of students and colleagues.

- Cheating in exams, tests, admissions; cheating in the assessment of students' academic results and conduct; skipping or arbitrarily shortening teaching and educational content.

- Distorting teaching and educational content; teaching incorrect knowledge, contrary to the views and policies of the Communist Party of Vietnam and the State of Vietnam.

- Forcing students to participate in extra classes to collect money; taking advantage of sponsorships and donations for education to coerce money or material contributions.

- Smoking tobacco, drinking alcohol, and using other stimulants during teaching and educational activities.

- Obstructing or creating difficulties in supporting and serving teaching, educating students, and other tasks.
