When was the CPV Committee of Quang Nam Province established?

On February 3, 1930, in Cuu Long, near Hong Kong, a unification conference of communist organizations (An Nam Communist Party, Indochina Communist Party, Indochina Communist League) chaired by Nguyen Ai Quoc, formed a single party named the Communist Party of Vietnam.

At this conference, the brief Political Thesis of the Communist Party was approved, clearly stating the mission of the Vietnamese revolution as a “bourgeois-democratic and land revolution to advance towards a communist society”.

Only within two months after the birth of the Communist Party of Vietnam, the CPV Committee of Quang Nam Province was established. Specifically, on March 28, 1930, the Provisional Executive Committee issued a notice on the establishment of the CPV Committee of Quang Nam Province.

According to Clause 2, Article 1 of the Charter of the Communist Party of Vietnam 2011 regarding communist party members:

...

2. Vietnamese citizens from eighteen years of age and above; who acknowledge and voluntarily: implement the political platform, the CPV's charter, standards, and obligations of communist party members, operate in a grassroots CPV organization; who prove themselves excellent through practice, trusted by the people, may be considered for admission to the CPV.

Additionally, under Section 1 of Regulation 232-QD/TW 2025 regarding the age and qualification for admission to the Communist Party of Vietnam:

1.1. Regarding age.

1.1.1. At the time of review by the cell, the person joining the Communist Party of Vietnam must be between 18 to 60 years of age (calculated by month).

1.1.2. Admission to the Communist Party of Vietnam for those over 60 years of age is considered and decided by the subordinate Central Committee.

1.2. Regarding qualification.

1.2.1. The person joining the Communist Party of Vietnam must have a lower secondary diploma or higher.

1.2.2. The qualifications required for those living in mountainous, island areas, ethnic minority regions, areas with particularly difficult socio-economic conditions, and other specific cases where general regulations cannot be ensured shall follow the Secretariat’s guidance.

Thus, one of the requirements for being admitted to the Communist Party of Vietnam is to be 18 to 60 years of age (calculated by the month). Therefore, lower secondary school students do not meet the eligibility requirements to be admitted to the Communist Party of Vietnam.

What are the regulations on resolving membership status for communist party members in Vietnam?

According to Subsection 5.2, Section 5 of Regulation 232-QD/TW 2025 on resolving membership status for communist party members in Vietnam:

- Communist party members having membership status already reviewed and concluded by competent party authorities shall not be reconsidered unless new issues are discovered.

- Only those removed from the Communist Party of Vietnam who were found wrongly removed and have not violated membership status removal will be considered and restored communist party member rights, and continuously calculate party age.

- Communist party members admitted before the 3rd National Congress of the Communist Party of Vietnam (September 5, 1960) and before April 30, 1975, (in locations south of the Ben Hai River) who were under 18 at the time of admission will retain their original admission date.

- Communist party members admitted to the Communist Party of Vietnam during the anti-French resistance from July 1954 and before, and those admitted during the anti-American resistance in areas south of the Ben Hai River (from July 1954 to December 1973) with only one sponsor for their admission will still have their membership recognized.

- Comrades who previously joined the Viet Minh or a revolutionary mass organization operating clandestinely (before February 1951), and subsequently participated in party cell activities, will have their party cell participation date considered as their admission date.

- Comrades active in the anti-French resistance (from July 1954 and before) and the anti-American resistance (from July 1954 to April 30, 1975) south of the Ben Hai River, not yet admitted to the Communist Party but tasked by the party with member duties like propaganda work, communist party member development, or participating in forming a party cell, will have their task assignment date or participation in forming the cell as their admission date.

For those only sympathetic to the party, assigned some tasks by the party for testing (such as liaison work or monitoring enemy situations), not yet admitted to the Communist Party but mistaken about their membership, later allowed to participate, trained, and deemed to have sufficient membership status, will be recognized as communist party members from their participation date.

- Communist party members suspected of not being formally admitted to the Communist Party must be thoroughly reviewed. If verification confirms their admission according to the Communist Party Charter or regulations mentioned earlier, and participation continues with maintained membership status, the competent authority will recognize their membership. If sufficient evidence confirms the false claim of membership, the competent authority will decide to remove their name from the communist party member list.

- Communist party members who do not participate in party activities due to interruptions in participation, after verification shows sufficient basis and clear evidence, if the violation is personally caused, they will not return to party activities, and their name will be removed from the communist party member list after notification;

If the violation is not personally caused and confirmed by the base-level party cell or authority at the workplace or residence for fulfilling assigned duties and maintaining good citizenship and ethics during the non-participation period, they may be reconsidered for resuming party activities.
