Prepare well for university and pedagogical college admissions from 2025 onwards, in line with the General Education Program 2018, ensuring quality and equity. Review and update education programs, implement standard education programs; enhance the application of educational technology and artificial intelligence in teaching and learning. Strengthen resources to upgrade facilities and other quality assurance conditions, proactively implement tasks and solutions according to the higher education and pedagogical network planning once approved. Effectively organize and implement projects related to high-quality human resource development, and the development of higher education institutions following resolutions for socio-economic regional development, especially the development of high-quality human resources in information and communication technology, artificial intelligence, semiconductor technology, biotechnology, advanced materials, and green energy.

Enhance scientific and technological activities within higher education institutions and publish in reputable international and domestic scientific journals, promote application, and transfer scientific research results into practice, improve training quality linked with scientific research results, and develop educational science. Form and develop research groups and strong research teams. Continue to promote collaboration with enterprises in scientific research and application transfer; develop an entrepreneurial, innovative ecosystem within higher education institutions. Issue a code of conduct on academic integrity in scientific, technological, and innovative activities, ensuring principles of honesty, responsibility, fairness, transparency, suitable to practical conditions and international norms.

Implement the Program on developing a system to ensure and accredit the quality of higher education and pedagogical colleges in the period of 2022 - 2030; accelerate the accreditation of educational quality domestically and internationally concerning educational institutions and programs; enhance quality assurance and accreditation of education across different levels and degrees; manage degrees and certificates uniformly toward international integration.
