Enhancing Scientific Integrity Control in Research Activities of Higher Education for the Academic Year 2024-2025 in Vietnam
According to Official Dispatch 4606/BGDDT-GDDH in 2024 on the implementation of tasks for the 2024-2025 academic year for higher education and pedagogical colleges, the Ministry of Education and Training (MOET) requests universities, academies, higher education institutions, and pedagogical colleges (hereinafter referred to as training institutions) to perform the tasks of higher education and pedagogical colleges for the 2024-2025 academic year.
One of the specific tasks in higher education, and pedagogical colleges for the 2024-2025 academic year is as follows:
5. Promoting scientific research, technology development, and innovation connected with high-level training and enhancing the capacity of the teaching staff, focusing on quality and societal impact
a) Develop and implement a science and technology plan, emphasizing the development and implementation of priority research activities related to the strong training fields and subjects of the training institution, closely aligned with the national strategy on science, technology, and innovation; increase publication of scientific works in national and international reputable journals, intensify the registration for intellectual property rights associated with training, especially doctoral training; and plan the system of laboratories and research centers associated with research groups and specialized units in both single-discipline and multi-discipline areas.
Strengthen the development of an entrepreneurial ecosystem for innovation for lecturers, learners, organizations, and related individuals; establish and promote the activities of innovation centers and technology transfer centers.
b) Enhance cooperation between training institutions, enterprises, and research organizations both domestically and internationally, including research centers and innovation centers involving multiple stakeholders. Develop and expand science and technology programs, research projects, and research groups, particularly strong research groups.
c) Research and amend internal regulations on project proposals, selections, funding allocations for research, and evaluation of research outcomes at the institutional level, emphasizing conditions and criteria for postgraduate training, especially doctoral training; pay more attention to quality requirements and societal impact.
d) Ensure sufficient funding allocation from tuition revenue for science, technology, and innovation activities of learners and permanent lecturers, and develop the scientific and technological potential of higher education institutions as prescribed in Decree No. 109/2022/ND-CP by the Government of Vietnam; prioritize scholarships and research support for STEM master and doctoral students.
e) Strengthen the control of scientific integrity in research activities, research cooperation, and publication of research results, especially in scientific articles and reports; proactively integrate intellectual property content, scientific integrity, entrepreneurial skills, and innovation into the training program. Ensure the complete and serious declaration of data on science and technology in the higher education database system.
Thus, the task of promoting scientific research, technology development, and innovation connected with high-level training and enhancing the capacity of the teaching staff, emphasizing quality and societal impact required educational institutions to strengthen the control of scientific integrity in research activities, research cooperation, and publication of research results, especially in scientific articles and reports; proactively integrate intellectual property content, scientific integrity, entrepreneurial skills, and innovation into the training program.

4. Innovate and Modernize Training Programs and Methods to Better Meet the Needs of High-Quality Human Resources in the Labor Market and the Diverse Learning Needs of Learners in the New Context
a) Review, innovate, and modernize training programs according to training program standards, including researching the addition of subjects or integrating content into the training program to meet the development needs of fields and sectors under approved strategies, programs, and projects authorized by competent authorities.
b) Enhance international cooperation and enterprise collaboration to innovate and update the objectives, content of programs, teaching, and learning methods, as well as assessment of learning outcomes; encourage the development of interdisciplinary training programs, especially in STEM fields serving the development of high-tech, key areas such as information and communication technology, artificial intelligence, semiconductor chips, automation, biotechnology, and green energy.
c) Diversify training methods, link to pilot the digital higher education model, strongly apply digital technology, especially artificial intelligence in educational activities; promote cooperation with enterprises in training to improve skills and transform skills for workers. Focus on developing new or advanced training programs in state-prioritized fields related to the actual needs of society.
d) Expand teaching and learning in foreign languages for courses and training programs previously conducted in Vietnamese; create a roadmap to make English the second language in schools, promote international integration, and attract foreign students to study.
One of the contents of the task to innovate and modernize training programs and methods to better meet the needs of high-quality human resources in the labor market and the diverse learning needs of learners in the new context is encouraging educational institutions to develop interdisciplinary training programs;

2. Key and Breakthrough Tasks Include:
a) Perfect the development strategy, improve organizational structures, mobilize all resources to enhance university governance capacity, strengthen quality assurance conditions, complete, and develop the internal quality assurance system, and improve the performance indicators of each training institution, fully meeting the criteria for higher education institutions.
b) Strongly innovate training programs and methods linked to enhancing management, improving training quality of human resources, research capability, and innovation, especially in key fields and industries oriented towards regional and local development.
c) Strengthen the application of digital technology, especially artificial intelligence, in the entire higher education system, associated with administrative reform, innovate management and school governance methods, teaching and learning methods, assessment methods, creating a positive impact on general education innovation.
d) Promote training, fostering, attracting, and developing a team of high-level lecturers, scientists, leading experts, especially in some key, high-tech sectors.
e) Effectively implement tasks, well prepare projects and programs according to the Government of Vietnam's action plans to implement the resolutions of the Central Committee and the Politburo; strategies, plans, programs, and projects approved by the Prime Minister, especially developing high-quality human resources to serve high-tech sectors in Vietnam, with a focus on semiconductor chips, artificial intelligence, cybersecurity, biotechnology, and green energy.
Thus, increasing the application of digital technology is one of the key tasks of higher education and pedagogical colleges for the 2024-2025 academic year.
