2. Conditions for registration for enrollment

Individuals specified in Clause 1 of this Article, before applying for registration, must undergo a preliminary selection to ensure the following conditions:

a) Regarding Educational Levels:

- Have high school diploma in the form of formal education or continuing education. For those who have graduated from intermediate schools but do not have a high school diploma, they must study and be recognized for completing the cultural subjects in the upper secondary educational program as stipulated by the Ministry of Education and Training;

- For individuals specified in point c, clause 1 of this Article, in upper secondary education years, have achieved average academic results or higher (according to the academic record).

b) Age:

- For police officers and soldiers in regular service, not more than 30 years old (as of the year of selection);

- For students, not more than 20 years old; especially for ethnic minority students, not more than 22 years old (as of the year of selection).

c) Standards of Ethics and Political Qualities:

- Regarding ethical standards: Individuals specified in point a, clause 1 of this Article are not in the period of executing a disciplinary action from reprimand upwards or are not awaiting disciplinary review; individuals specified in point c, clause 1 of this Article in high school, intermediate school achieved conduct from good or higher; are not married, do not have children (biological children).

For citizens performing or having completed compulsory service in the People's Public Security or having completed military service in the People's Army, during active duty, have annually completed assignments or higher, and have not violated discipline from reprimand upwards.

- Regarding political qualities: Ensure compliance with the regulations of the Ministry of Public Security on recruiting individuals into the People's Public Security force.

- Recruitment into People's Public Security schools must be based on the current enrollment regulations of the Ministry of Education and Training, the regulations and guidance of the Ministry of Public Security; the requirements of the work, combat, and construction of the People's Public Security force; link personnel planning with training planning to meet the qualification requirements under the standards of each position to be or will be taken after graduation; ensure quality and quantity; implement democracy, fairness, publicity, and transparency.

- Recruitment into People's Public Security schools is conducted on the basis of combining checks on political standards, ethical qualities, academic performance, health, and talents of the applicant according to distinct regulations of the Ministry of Public Security with the results from exams, nominations, and selection as per the enrollment regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security.
