Who establishes the Drafting Team for the Physical Education curriculum in universities in Vietnam?

Under Clause 1, Article 5 of Circular 25/2015/TT-BGDDT, the organization of curriculum development is stipulated as follows:

Organization of Curriculum Development

1. The directors of parent universities, academies; the rectors of universities (hereinafter collectively referred to as the Head of higher education institutions) decide on the number of participants and issue a decision to establish the Drafting Team for the Physical Education curriculum (hereinafter referred to as the Drafting Team). The composition of the Drafting Team includes knowledgeable individuals in physical education with the capacity to develop and enhance programs, including: several physical education lecturers; representatives from the physical education department or division; representatives from the training department; and several scientists and education experts in physical education, sports both within and outside the training institution.

2. The Drafting Team is tasked with:

a) Based on existing regulations on physical education, formulate general and specific objectives for each course module; define the structure, develop course modules within the Physical Education curriculum, including compulsory and elective modules, and assessment methods;

b) Design detailed outlines for course modules; determine theoretical and practical requirements for each module; establish conditions to ensure quality and safety for learners and instructors during module implementation;

c) Organize seminars to gather opinions on the Physical Education curriculum;

d) Finalize the draft Physical Education curriculum based on feedback and present it to the academic and training council of the institution for review and carry out verification procedures.

Therefore, the Directors of parent universities, academies, and the rectors of universities (hereinafter collectively referred to as the heads of higher education institutions) decide to establish the Drafting Team for the Physical Education curriculum.

What are the regulations on the implementation organization of the Physical Education curriculum in Vietnam?

Under Article 8 of Circular 25/2015/TT-BGDDT on the implementation organization of the Physical Education curriculum in Vietnam:

- The Head of higher education institutions is responsible for directing the compilation or selection and approval of textbooks according to the Physical Education curriculum for use as teaching and learning materials;

- Organize updates and evaluations of the Physical Education curriculum following current regulations, suitable to practical conditions and advancements in the specialized field;

- Publicly announce the Physical Education curriculum at the beginning of the course so that learners can select modules and register for learning;

- Arrange lecturers and ensure facilities meet the requirements of the Physical Education curriculum and for practicing sports to enhance health and physical development for learners, ensuring the achievement of comprehensive education goals and other contents stipulated in Circular 25/2015/TT-BGDDT;

- Lecturers are responsible for checking and proposing to higher education institutions regarding conditions ensuring quality and safety before organizing teaching and learning;

- Lecturers and learners have the right to refuse to participate in teaching and learning when safety conditions specified in the Physical Education curriculum are not guaranteed;

- Learners who are disabled or lack sufficient health to participate in certain aspects of the Physical Education curriculum can be considered for exemption or reduction or offered substitutes for inappropriate content. The Head of higher education institutions shall specifically prescribe exemptions, reductions, and substitute learning content for disabled students and those lacking adequate health.

What are the regulations on handling violations related to the Physical Education curriculum in Vietnam?

Under Article 10 of Circular 25/2015/TT-BGDDT on handling violations related to the Physical Education curriculum in Vietnam:

- Higher education institutions, collectives, and individuals violating the provisions of this Circular, depending on the nature and severity, will be subject to disciplinary action, administrative sanctions in the education sector, and other legal liabilities as prescribed by current law.

- The Head of higher education institutions and individuals directly violating will be disciplined in the following cases:

+ Failure to ensure the volume of the Physical Education curriculum and non-compliance with the requirements for developing, verifying, and promulgating the Physical Education curriculum;

+ Failure to organize the implementation and evaluation of learning outcomes according to the prescribed Physical Education curriculum;

+ Failure to ensure the conditions related to lecturer standards, quality, and safety in teaching and learning the Physical Education curriculum;

+ Failure to store documents and evidence illustrating compliance with the provisions of Circular 25/2015/TT-BGDDT.
