The Government of Vietnam has unanimously approved the proposal to formulate a National Assembly of Vietnam's resolution on the pilot recruitment of individuals with college diplomas to teach certain subjects according to the 2018 General Education Program as detailed in Submission No. 1142/TTr-BGDDT dated August 28, 2024, along with the accompanying related documents.

The Government of Vietnam assigns the Minister of Justice to, on behalf of the Prime Minister and the Government of Vietnam, sign the Government's submission to report to the Standing Committee of the National Assembly regarding the proposal to supplement a National Assembly of Vietnam's resolution on the pilot recruitment of individuals with college diplomas to teach certain subjects according to the 2018 General Education Program. This is to be presented for the National Assembly's decision on the development and issuance of the resolution in the 9th meeting of the 15th National Assembly (May 2025) following the one-session review and approval process.

What is Criterion 1 in standards on professional qualifications for teaching at the college level in Vietnam?

Under Article 5 of Circular 05/2024/TT-BLDTBXH regulating Criterion 1 in standards on professional qualifications for teaching at the college level in Vietnam:

- The qualification of teachers teaching at the college level shall comply with the provisions in Clauses 3 and 4 of Article 54 of the vocational education and training Law 2014.

- The certificate in vocational skills for teaching practical college-level courses is stipulated as follows:

+ Titles such as Distinguished Artisan, Distinguished Artist, Distinguished Doctor, Distinguished Teacher or higher;

+ A Level I Specialty Doctorate or higher; Engineer degree;

+ A Bachelor’s degree or equivalent qualification or higher in certain disciplines, groups of disciplines such as:

++ Art (except fields: Theory, history, and criticism of fine arts; Theory, history, and criticism of stage;

++ Theory, history, and criticism of film, television; Theory, history, and criticism of dance);

++ Physical education, sports (except Sports Management); Computer and Information Technology;

++ Accounting; Restaurant management and food service;

++ Teacher education (disciplines such as English Teaching, Russian, French, Chinese, German, Japanese, Korean; Physical Education; Sports Coaching); Foreign language, literature, and culture;

+ College diploma, vocational college diploma; Certificate of vocational practice skills at the vocational college level; Practice certificate or practice license as prescribed by law; Certificate of professional capability of crew members under the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW Convention);

+ National certificate in vocational skills level 3; Certificate of excellent vocational skills at national vocational skills competitions; Certificate of worker level 5/7 or 4/6 or higher;

+ Level 4 certificate in vocational skills in the National Qualifications Framework (Niveau 4 DQR) of the Federal Republic of Germany; Diploma, Advanced Diploma of Australia; National certificate in vocational skills level 3 (Level 3 as prescribed in the National Occupational Skill Standard) or higher of Malaysia;

+ Certification of national, regional, and international awards; Certification of coaching students winning national, regional, and international awards in the field of vocational education and training;

+ Other diplomas, certificates, certifications, and titles as prescribed by law.

What are the qualifications required for teachers teaching at the college level in Vietnam?

Under the provisions in Clauses 3 and 4 of Article 54 of the vocational education and training Law 2014 specifying the qualifications required for teachers with college diplomas:

Qualifications of teachers

1. A teacher at elementary-level must obtain at least a degree of vocational secondary schools or a certificate in vocational skills used for teaching elementary-level.

2. A teacher teaching theory at intermediate-level must obtain at least a bachelor’s degree; A teacher teaching practice at intermediate-level must obtain a certificate in vocational skills used for teaching practice at intermediate-level.

3. A teacher teaching theory at college-level must obtain at least a bachelor’s degree; A teacher teaching practice at college-level must obtain a certificate in vocational skills used for teaching practice at college-level.

4. A teacher teaching both theory and practice at intermediate-level or college-level must achieve acquire qualifications equivalent to qualifications of the teacher teaching theory and teacher teaching practice as prescribed in Clause 2 and Clause 3 of this Article.

5. Any teacher obtaining no college degree in pedagogy, college degree in technical pedagogy or bachelor’s degree in pedagogy, or bachelor’s degree in technical pedagogy is required to obtain a certificate in pedagogy.

6. The Head of vocational education and training authority in central government shall regulate the content of training programs, improve vocational skills and certificate in vocational skills used for teaching practice at all levels; content of pedagogical proficiency course provided for teachers in the vocational education and training institution.

Thus, teachers teaching at the college level must meet the following qualifications:

- A teacher teaching theory at the college level must obtain at least a bachelor’s degree;

A teacher teaching practice at the college level must obtain a certificate in vocational skills used for teaching practice at the college level.

- A teacher teaching both theory and practice at intermediate level or college level must achieve acquire qualifications equivalent to qualifications of the teacher teaching theory and teacher teaching practice
