What are the criteria for consideration for awarding the title "People's Teacher" in Vietnam?

Under Article 7 of Decree 35/2024/ND-CP,  the criteria for consideration for awarding the title "People's Teacher" are as follows:

The title "People's Teacher" is awarded to individuals who are loyal to the Fatherland, comply well with the policies of the Communist Party, the guidelines, policies, and laws of the State, have good ethical qualities, belong to the subjects specified in Clause 1, Article 2 of Decree 35/2024/ND-CP, have been awarded the title "Teacher of Merit" and meet the following standards:

[1] A teacher who has directly nurtured and taught for 20 years or more; for management staff at educational institutions, educational management agencies, and education researchers, there must be at least 25 years of service, of which at least 15 years are directly nurturing and teaching.

[2] Passionate, dedicated to the profession, caring, treating students fairly and respecting their personalities; having professional prestige, widely influential in the sector and in society, being a bright role model, an exemplary teacher, outstanding in innovation in management, nurturing, teaching;

Having the ability to advise, and support colleagues in professional, technical activities and in professional capacity development activities; actively participating in social activities, making significant contributions to the community, for the cause of education and training; being respected by students, colleagues, and the public.

[3] Outstanding pedagogical talent is defined for each subject as follows:

- Teachers and management staff at preschool educational facilities not classified in point g of this clause achieving the following standards:

+ Author of one initiative recognized as effectively applied in nurturing or management, with the potential for expansion within ministries, branches, departments, or provinces;

+ Participate in compiling one training document according to ministerial, departmental, or provincial training programs, or participate in compiling one specialized report at conferences, professional workshops organized by ministries, departments, or central authorities, or participate once in compiling, developing preschool education programs approved by the Ministry of Education and Training;

- Teachers and management staff at general education facilities, continuing education facilities, ethnic boarding schools, semi-boarding ethnic schools, reformatory schools, gifted schools, preparatory higher education schools, vocational education centers, and secondary vocational schools not classified in point g of this clause achieving the following standards:

+ Author of one initiative recognized as effectively applied in teaching or management, with the potential for expansion within ministries, departments, or central authorities, or lead one provincial or ministerial-level scientific and technological task approved and rated as satisfactory or higher;

+ Participate in compiling two training documents according to ministerial, departmental, or provincial training programs, or participate in compiling two specialized reports at conferences, professional workshops organized by ministries, departments, or central authorities, or participate twice in compiling, developing programs, textbooks, subject programs, or local education materials approved by the Ministry of Education and Training or relevant authorities according to their jurisdiction, or as chief editor of one curriculum or lead two scientific and technological tasks at the institutional level or higher approved;

- Teachers, management staff at colleges, district political centers, provincial political schools, official and public employee training facilities of ministries, and departments, achieving the following standards:

+ Author of two initiatives recognized as effectively applied in teaching or management, with the potential for expansion within ministries, departments, or central authorities or lead one provincial or ministerial-level scientific and technological task approved and rated as satisfactory or higher;

+ Author of three scientific articles; chief editor of one curriculum or lead the compilation of three training documents according to training programs organized by ministries, departments, or central authorities;

- Teachers, management staff at higher education institutions, education researchers achieving the following standards:

+ Lead one national-level scientific and technological task approved and rated as satisfactory or higher or lead two provincial or ministerial-level scientific and technological tasks approved and rated as satisfactory or higher;

+ Author of ten scientific articles, chief editor of one curriculum, supervised two doctoral candidates who successfully defended their dissertations;

- Management staff at educational management agencies at department or provincial level achieving the following standards:

+ Author of three initiatives recognized for effective application in nurturing, teaching, or management, with potential for expansion within ministries, departments, or central authorities or lead one provincial or ministerial-level scientific and technological task approved and rated as satisfactory or higher;

+ Participate in compiling two training documents according to programs organized by ministries, departments, or central authorities, or participate in compiling two specialized reports at conferences, or professional workshops organized by ministries, departments, or central authorities;

- Management staff at educational management agencies at the general department, ministry, or departmental level achieving the following standards:

+ Lead one national-level scientific and technological task approved and rated as satisfactory or higher or lead two provincial or ministerial-level scientific and technological tasks approved and rated as satisfactory or higher;

+ Author of five scientific articles or chief editor of one curriculum or participate in drafting five legal normative documents issued;

- Teachers, management staff at educational institutions who have been working for five years or more in areas with particularly difficult socio-economic conditions or schools for disabled people, integration education support centers achieving the following standards:

+ Participate in compiling one training document according to programs organized by ministries, departments, or central authorities, or participate in compiling one specialized report at conferences, professional workshops organized by ministries, departments, or central authorities, or be the author of one initiative recognized for effective application in teaching or management, with the potential for expansion within ministries, departments, or central authorities;

+ Implement measures and solutions effectively supporting learning and teaching for students with special circumstances to rise in their studies, building school classes, mobilizing students with special or difficult circumstances to school, and maintaining student numbers, as confirmed or commended by higher management agencies;

- The criteria for consideration for outstanding pedagogical talent specified in this clause are calculated as equivalent conversion to the achievement types as Appendix I, Appendix II attached to this Decree.

[4] Having merits and contributions to education and training as follows:

- Achieved the title of provincial-level Teacher of Merit once or awarded the title of Fighter Emulation at ministry, department, or provincial level once;

+ Awarded a commendation from the Prime Minister of Vietnam once or achieved the title of National Emulation Fighter once or awarded an order once. For teachers, management staff at preschool, primary education, lower secondary schools, reformatory schools, continuing education facilities, vocational education centers, and secondary schools, awarded a commendation for merit twice at ministry, department, or provincial level;

- The criteria for consideration for merits and contributions to the education and training cause specified in point a of this clause are calculated as equivalent conversion to the achievement types as Appendix I attached to this Decree.

[5] For heads, deputy heads of agencies, organizations, units, Chairpersons of university councils, Vice-Chairpersons of university councils (if any); Chairpersons of school councils, Vice-Chairpersons of school councils (if any); Directors, Deputy Directors of universities, academies; Rectors, Vice Rectors of higher education institutions and equivalents, the collectives managed by individuals must achieve the "Advanced Labor Collective" or "Advanced Unit" title for three consecutive years preceding the year proposed for award consideration, including two of the following emulation titles, award forms: "Excellent Labor Collective"; "Determined-to-Win Unit"; commendation for merit by ministries, departments, or central authorities; competition flags of ministries, departments, or central authorities; national-level emulation titles, commendation forms.

In cases where the collective does not fall under the criteria for recognizing the "Advanced Labor Collective" or "Advanced Unit" title, it shall instead be replaced by a competition flag from ministries, departments, or central authorities or commendation for merit by ministries, departments, or central authorities or national-level emulation titles, commendation forms.

What are the rights and obligations of individuals awarded the title "People's Teacher" in Vietam?

Pursuant to Article 6 of Decree 35/2024/ND-CP regulating the rights and obligations of individuals awarded the title "People's Teacher" as follows:

- Individuals awarded the title "People's Teacher" receive a Badge, a Certificate from the President, a cash prize, and benefits according to the law.

- They are obligated to preserve the awarded items.

- They must continually uphold ethical qualities, continuously improve knowledge and pedagogical talent, and professional activities, serving as bright role model for students and colleagues to follow.
