The Circular 22/2019/TT-BGDDT stipulates the competition for selection of excellent teachers at preschool educational institutions; excellent teachers and excellent homeroom teachers at general education institutions.

Currently, the Education Law 2019,  Circular 22/2019/TT-BGDDT, and related legal documents do not specifically prescribe the marking sheet template for the competition for selection of excellent homeroom teachers.

Below is the reference marking sheet template for the competition for selection of excellent homeroom teachers in Vietnam developed based on the Circular 22/2019/TT-BGDDT:

Note: The current sheet template is for reference only!

- The time and venue for organizing the competition for selection of excellent homeroom teachers are prescribed in Article 4 of the Regulation on competition for selection of excellent teachers at preschool educational institutions; excellent teachers and excellent homeroom teachers at general education institutions, issued with Circular 22/2019/TT-BGDDT.

- The venue for organizing the competition is determined in the implementation plan from the beginning of the academic year and decided by the head of the unit following the management hierarchy. Specifically, at the school level, the principal will decide; at the district level, the head of the Division of Education and Training will decide; at the provincial level, the director of the Department of Education and Training will decide. The organization must ensure that it does not affect the progress and quality of children's and students' learning.

- Additionally, depending on the geographical conditions and the number of participating teachers, the competition can be organized into smaller venues or clusters. However, such division must not cause difficulties for competing teachers.

What are the purposes and rules of the competition for selection of excellent teachers in Vietnam?

Under Article 2 of the Regulations on excellent teachers at preschool educational institutions; excellent teachers and homeroom teachers at general educational institutions issued together with Circular 22/2019/TT-BGDDT, the purposes and rules of the competition for selection of excellent teachers in Vietnam are as follows:

1. Purposes

- To discover, recognize, and honor teachers who achieve the "Excellent Teacher" title or "Excellent Homeroom Teacher" title and to expand these exemplary models, contributing to attracting the attention of social forces to participate in educating children and students, creating motivation for the development of the educational career of each locality and the entire sector;

- To create motivation for teachers to strive, improve themselves to meet the requirements of innovation, improve educational quality, and develop their profession;

- To contribute to improving the effectiveness of professional activities and promoting competitive teaching and learning movements in schools; to encourage, motivate, and create opportunities for teachers to practice, self-learn, innovate, share, exchange, convey, and disseminate experiences in caring for, nurturing, and educating children for preschool teachers; and teaching and homeroom activities for general education teachers.

2. Rules

- Follow the voluntary participation of teachers; no coercion, no pressure on teachers to participate in the competition;

- Ensure transparency, democracy, openness, fairness, objectivity, and substantive value;

- Comply with the policies, laws of the State, regulations of the sector.

What are the regulations on the levels of organization, frequency, and participants of the Competition?

According to Article 3 of the Regulation issued with Circular 22/2019/TT-BGDDT, specific regulations on the levels of organization, frequency, and participants of the Competition are as follows:

[1] Excellent teacher competitions, competition for selection of excellent homeroom teacherss at school, district, provincial levels:

- The school-level competition for selection of excellent teachers and homeroom teachers is organized every 2 years by the school. Participants in the Competition are teachers working at the school organizing the Competition;

- The district-level competition for selection of excellent teachers and homeroom teachers is organized every 2 years by the Division of Education and Training. Participants in the Competition are teachers working at preschool, elementary, and secondary educational institutions in the district organizing the Competition;

- The provincial-level competition for selection of excellent teachers and homeroom teachers is organized every 4 years by the Department of Education and Training. Participants in the Competition are teachers working at preschool and general educational institutions in the province organizing the Competition.

[2] The number of teachers participating in the competition for selection of excellent teachers and homeroom teachers at all levels is decided by the heads of the preschools, kindergarten schools, and childcare centers; the principals of the general education institutions; the heads of the Division of Education and Training; the directors of the Departments of Education and Training according to the management hierarchy, ensuring suitability to actual conditions, facility conditions, local yearly budget.

[3] The head of the Division of Education and Training specifically regulates the number of preschool teachers participating in the school-level competition for independent nursery groups and kindergarten classes.
