a) The vice principal assists the principal and is accountable to the principal; is responsible for managing tasks assigned by the principal; operates the school's operations when being authorized by the principal.

b) The person appointed as a vice principal for a public school or recognized as a vice principal for a private school must achieve a high level of professional standards for teachers in the general education institutions; have the capacity to undertake tasks assigned by the principal, and meet the following requirements: must attain the prescribed standard educational level for teachers according to the Education Law for primary education; must have taught for at least 5 years (or 4 years in mountainous, island, highland, remote, secluded, ethnic minority areas, or areas with particularly difficult socio-economic conditions) at the primary level.

What are the duties and powers of a primary school in Vietnam?

Under Article 3 of the Charter of Primary Schools issued together with Circular 28/2020/TT-BGDDT, the duties and powers of a primary school in Vietnam include:

- Publicize the objectives, educational program, plan, quality assurance conditions, and education quality assessment and accreditation results; organize teaching, learning, and educational activities to meet the goals and requirements of the general education program for the primary level as issued by the Ministry of Education and Training.

- Implement compulsory education, universal education, and literacy eradication in the locality. Mobilize children to attend school at the right age, advocate and create conditions for children in special circumstances to attend school. Provide support and manage educational activities of other educational institutions implementing the primary level’s general education program as assigned by the competent authority.

- Develop a strategy and plan for school development according to the regulations of the Ministry of Education and Training, linked with the local socio-economic conditions; develop educational activity plans to meet the goals and requirements of the primary education program.

- Deploy the implementation of the primary education program as issued by the Ministry of Education and Training; select textbooks in accordance with the regulations of the Ministry of Education and Training; implement textbooks and local education content according to the decision of the People's Committees of provinces and centrally-run cities (hereinafter referred to as People's Committees at the provincial level); ensure professional autonomy in organizing educational activities at the primary school.

- Conduct self-assessment of quality and ensure the quality of education as prescribed.

- Manage staff, teachers, employees, and students.

- Manage and use the land, finances, and assets of the school according to the law.

- Coordinate closely with parents or guardians of students, organizations, and individuals in the community to implement educational activities. Organize for teachers, employees, and students to participate in social activities in the locality.

- Build a cultural-educational environment within the school, participate in building a cultural-educational environment in the locality.

- Accept sponsorships, aids from agencies, organizations, individuals for the school according to the law.

- Perform other duties and exercise other rights as prescribed by law.

Is the vice principal of a primary school in Vietnam a member of the emulation and commendation council?

Under Article 12 of the Charter of Primary Schools issued together with Circular 28/2020/TT-BGDDT which stipulates the following:

1. Emulation and commendation council

The emulation and commendation council assists the principal in organizing competition movements; guides the organization of competition launching and supervises its implementation; advises on preliminary and final reporting, reviews and recommends commendations for staff, teachers, employees, and students of the school; proposes recommendations related to competition and commendation tasks.

The emulation and commendation council is established by the principal at the beginning of each school year, consisting of a chairman, vice chairman, secretary, and members. The principal acts as the chairman of the council. Members of the council include: the vice principal, representatives of the Communist Party of Vietnam, chairman of the Trade Union, secretary of the Ho Chi Minh Communist Youth Union, total counselor of the Team, head of the professional group, head of the administrative group, and representative teachers. The number of members in the emulation and commendation council is odd.

The chairman of the emulation and commendation council convenes council meetings periodically at the beginning of the school year, at the end of the first semester, at the end of the school year, and extraordinarily when required.
