Does the Parent-Teacher Committee in Vietnam have regulations on the average contribution for the Committee's operating funds?
Based on Article 10 of the Charter of the Parent-Teacher Committee issued in conjunction with Circular 55/2011/TT-BGDDT, the operational funds of the Parent-Teacher Committee as follows:
Operational funds of the Parent-Teacher Committee
- Operational funds of the Parent-Teacher Committee:
a) The operational funds of the class Parent-Teacher Committee are derived from voluntary contributions of parents and other legal sources of funding for the class Parent-Teacher Committee.
b) The operational funds of the school Parent-Teacher Committee are drawn from the operational funds of the class Parent-Teacher Committees as per the recommendation of the meeting of all class Parent-Teacher Committee heads at the beginning of the school year and other legal funding for the school Parent-Teacher Committee.
- Management and use of the funds of the Parent-Teacher Committee:
a) The head of the class Parent-Teacher Committee coordinates with the homeroom teacher in planning the expenditure of the contributed, sponsored funds and only uses them after the consensus of all members of the class Parent-Teacher Committee;
b) The head of the school Parent-Teacher Committee consults with the school principal to decide on the expenditure plan for the contributed, sponsored funds and only uses them after the consensus of all members of the school Parent-Teacher Committee.
- The collection and expenditure of the funds by the Parent-Teacher Committee must ensure transparency, democracy; expenditures must be publicly reported at meetings of the class's parents and the school Parent-Teacher Committee meetings. There is no regulation on an average contribution amount from parents.
4. The Parent-Teacher Committee is not allowed to solicit contributions from students or their families for:
a) Contributions not adhering to the principle of voluntariness.
b) Contributions not directly serving the activities of the Parent-Teacher Committee: Securing school facilities, maintaining school security; monitoring students' transportation; classroom, school sanitation; rewarding management staff, teachers, and school staff; purchasing machinery, equipment, teaching aids for the school, classroom, or for management staff, teachers, and school staff; supporting management tasks, teaching organization, and educational activities; repairing, upgrading, or constructing new school buildings.
According to regulations, the funds of the Parent-Teacher Committee are derived from voluntary contributions of parents and legal funding sources.
Additionally, the law stipulates that there is no regulation on an average contribution amount from parents, and the Parent-Teacher Committee cannot solicit contributions from parents that are not based on the principle of voluntariness.
Therefore, specifying an average contribution amount for the Parent-Teacher Committee is not allowed as all contributions to the operational funds of the Parent-Teacher Committee are based on the principle of voluntariness.

What are the duties and rights of the class Parent-Teacher Committee head and members in Vietnam?
Based on Article 5 of the Charter of the Parent-Teacher Committee issued in conjunction with Circular 55/2011/TT-BGDDT the duties and rights of the class Parent-Teacher Committee head and members as follows:
* Duties and rights of the head of the class Parent-Teacher Committee:
- Duties of the head of the class Parent-Teacher Committee:
+ Coordinate with the homeroom teacher to develop and implement an educational activity plan as agreed upon at the parents' meeting at the beginning of the school year;
+ Prepare meetings of the Parent-Teacher Committee and parents' meetings, and organize the collection of wishes and suggestions from parents.
- Rights of the head of the class Parent-Teacher Committee:
+ Assign specific tasks to the deputy head and members, chair meetings of the Parent-Teacher Committee, and on behalf of the Parent-Teacher Committee coordinate with the homeroom teacher to organize educational activities for students;
+ Discuss with the homeroom teacher the activities of parents, reflect parents' opinions on the quality of education and teaching;
+ Together with the homeroom teacher consider, propose commendation or disciplinary actions for students of the class.
* Duties and rights of the deputy head of the class Parent-Teacher Committee:
The deputy head of the class Parent-Teacher Committee assists the head, acting on behalf of the head to manage specific tasks assigned.
* Duties and rights of members of the class Parent-Teacher Committee:
Members of the class Parent-Teacher Committee are responsible for performing tasks assigned by the class Parent-Teacher Committee and the school Parent-Teacher Committee.
What are rights of the class Parent-Teacher Committee in Vietnam?
Based on Clause 2 of Article 4 of the Charter of the Parent-Teacher Committee issued in conjunction with Circular 55/2011/TT-BGDDT, the rights of the class Parent-Teacher Committee are as follows:
- Deciding to convene parents' meetings (except for the initial meeting of the school year to elect the class Parent-Teacher Committee) after agreeing with the homeroom teacher;
- Organizing the collection of parents' opinions on measures for managing students to make specific recommendations to the homeroom teacher, subject teachers regarding measures to improve moral and educational quality, and teaching quality;
- Coordinating to organize extracurricular educational activities, traditional education, cultural, artistic, and sports activities to achieve comprehensive educational goals for students after agreeing with the homeroom teacher.
