What documents are required for the consideration of awarding the title of People’s Teacher in Vietnam?

According to Article 13 of Decree 35/2024/ND-CP, the applciation for the consideration of awarding the title of People’s Teacher is as follows:

(1). The individual application for the proposal to award the titles "People's Teacher" and "Excellent Teacher" includes: A declaration of achievements requesting the award of the titles "People's Teacher" and "Excellent Teacher" according to Form No. 01 of Appendix 3 attached to Decree 35/2024/ND-CP and copies of corresponding evidence meeting the following standards for the award proposal:

- Certificate/confirmation or decision from the competent management authority regarding innovations, patent certificates, utility solution certificates, copyright certificates;

- Decision on establishment of the acceptance council; acceptance minutes of science and technology tasks;

- Cover page of the textbook or monograph showing the name of the author and publisher, the publisher's introduction (if any), decision on the establishment of the appraisal council, the school's approval decision to use the textbook or monograph at the educational institution;

- Assignment decision and cover page of training materials, lecture notes, training documents, training programs, specialized teaching materials, specialist reports, recommendation reports, programs, projects with authorized certification; list of scientific papers published in domestic or international specialized scientific journals and national or international conference proceedings with peer review, cover page of the journal or proceedings showing the author's name;

- Decision to guide doctoral, master's degree students, level 2 specialists, resident doctors; decision to recognize the degree awards for doctoral candidates, master's degree candidates, level 2 specialists, resident doctors;

- Decision to nominate for training programs, national and international competitions by the competent authority; involved in curriculum or textbook development, local educational material creation;

- Decision to participate in drafting legal documents; issued legal documents;

- Certificates confirming works have been exhibited, performed, broadcasted;

- Award certificates; certificates or decisions for relevant emulation titles and awards;

- Diplomatic notes or contracts inviting teaching services from foreign educational institutions with specific duration for experts and decision by the Ministry of Education and Training of Vietnam to assign as educational experts abroad.

(2). The application for the proposal to award the title "People's Teacher" for teachers with the title of professor includes:

- Declaration of achievements requesting the award of the titles "People's Teacher" and "Excellent Teacher" according to Form No. 01 of Appendix 3 attached to Decree 35/2024/ND-CP and copies of corresponding evidence meeting the standards specified at points: a, d, dd, h, dd, i, k clause 1 Article 13 of Decree 35/2024/ND-CP;

- Decision recognizing or appointing the professorial title.

* Individuals proposing the award of the title "People's Teacher" submit 01 application directly or via postal services to the organization or unit where they are currently or formerly working before retirement according to social insurance benefits.

What are the standards for the title of People's Teacher in Vietnam?

According to Article 7 of Decree 35/2024/ND-CP, the title "People's Teacher" is awarded to individuals who are loyal to the Fatherland, comply well with the policies of the Communist Party, the laws of the State, possess good moral qualities within the object specified in clause 1 Article 2 of Decree 35/2024/ND-CP, have been awarded the title "Excellent Teacher" and meet the following standards:

(1). Teachers with at least 20 years of direct teaching; for administrators in educational institutions, education management agencies, or educational researchers, they must have at least 25 years in the education sector, with at least 15 years of direct teaching.

(2). Passionate, dedicated to the profession, loving, treating students fairly, and respecting the learner’s personality; have professional prestige, wide recognition in the field and society, being a bright example, an exemplary teacher, outstanding innovative management professional, teaching and nurturing; posses the ability to advise, support colleagues in professional activities and career development; actively participate in social activities, contributing significantly to the community and educational cause, respected by students, colleagues, and the public.

(3). Exceptional pedagogical talent as defined for each type of subject as follows:

- Preschool teachers and administrators not covered in point g clause 3 Article 7 of Decree 35/2024/ND-CP must meet the following criteria:

+ Author of 01 recognized innovation with effective application in nurturing or management capable of expansion within ministry, department, or province;

+ Participated in the compilation of 01 training material as per ministerial, departmental, provincial or organization plans or 01 specialized report paper at professional conferences organized by the ministry, department, or provincial organizations or 01 time participating in developing preschool education programs approved by the Ministry of Education and Training;

- General education teachers and administrators at common education, continuous education, boarding ethnic minority schools, semi-boarding ethnic minority schools, reform schools, specialized schools, vocational education centers, secondary schools not covered in point g clause 3 Article 7 of Decree 35/2024/ND-CP must meet the following criteria:

+ Author of 01 recognized innovation with effective application in teaching or management capable of expansion within ministry, department, or province or principal investigator of 01 superior scientific and technological task at the provincial or ministerial level evaluated from pass level upwards;

+ Participated in the compilation of 02 training materials as per training programs organized by the ministry, department, or provincial organizations or 02 specialty reports at professional conferences organized by the ministry, department, or provincial organizations or 02 times developing or authoring the educational program, local educational materials approved by the Ministry of Education and Training or senior authors of 01 textbook or principal investigators of 02 provincial or institutional scientific and technological tasks evaluated from pass level upwards;

- College teachers, district political education centers, provincial political schools, and training institutions for officials and public employees of ministries and departments must meet the following criteria:

+ Author of 02 recognized innovations effectively applied in teaching or management capable of expansion at ministerial, departmental, or provincial levels or principal investigators of 01 provincial or ministerial-level scientific and technological task evaluated from pass level upwards;

+ Author of 03 scientific articles; senior author of 01 textbook or principal author of 03 training materials according to training programs organized by ministries, departments, and provincial organizations;

- University teachers and educational researchers must meet the following criteria:

+ Principal investigator of 01 national-level scientific and technological task evaluated from pass level upwards or principal investigators of 02 provincial or ministerial-level scientific and technological tasks evaluated from pass level upwards;

+ Author of 10 scientific articles, senior author of 01 textbook, guiding 02 doctoral candidates successfully defend their theses;

- Educational managers at provincial, departmental education management agencies must meet the following criteria:

+ Author of 03 recognized innovations effectively applied in nurturing, teaching, or management capable of expansion at ministerial, departmental, or provincial levels or principal investigator of 01 provincial or ministerial scientific and technological task evaluated from pass level upwards;

+ Participated in the compilation of 02 training materials according to ministerial, departmental, provincial or organization plans or participated in 02 professional reports at conferences and seminars organized by ministries, departments, and provincial organizations;

- Educational managers at general departments and ministries must meet the following criteria:

+ Principal investigator of 01 national-level scientific and technological tasks evaluated from pass level upwards or principal investigators of 02 provincial or ministerial-level scientific and technological tasks evaluated from pass level upwards;

+ Author of 05 scientific articles or senior author of 01 textbook or involved in drafting 05 legal documents that have been issued;

- Teachers, educational managers working in special economic zones for 05 years or more or at schools for the special needs, inclusive education support centers must meet the following criteria:

+ Participated in the compilation of 01 training material as per training programs organized by ministerial, departmental, provincial or etc. or 01 times developing proposals with recognized effectiveness in teaching or management capable of expansion at ministerial, departmental, or provincial levels;

+ Implemented effective measures to support and nurture students in special situations, and built and motivated the learning environment for students in hard situations confirmed or commended by higher management;

- Equivalent standards for exceptionally professional pedagogic talent and achievements defined in clause 3 Article 7 of Decree 35/2024/ND-CP are calculated relative to the achievements in Appendix 1 and Appendix 2 attached to Decree 35/2024/ND-CP.

(4). Contributions and achievements in education and training fields as follows:

- Achieved the title of provincial-level excellent teacher once or awarded the title of Ministry-level excellent achiever or the title of national-level excellent achiever or awarded commendation by the Prime Minister once. For preschool, primary, secondary school teachers, general education, and continuous education centers twice awarded certificates of merit by ministries, departments at the provincial level;

- Equivalent contributions or achievements in education and training fields defined in point a clause 4 Article 7 of Decree 35/2024/ND-CP are calculated relative to the achievements in Appendix 1 attached to Decree 35/2024/ND-CP.

(5). For heads or deputy heads of organizations, chairpersons or vice-chairpersons of university councils (if any), directors or deputy directors of universities, academies; principals or vice-principals of higher education institutions and equivalents, the organization must achieve the title of "Advanced labor collective" or "Advanced unit" for three consecutive years, including two years with one of the following titles: “Excellent labor collective”; “Unit won the championship”; ministry, department, or provincial certificates of merit; state-level commendations.

In cases where the organization is not subject to the recognition of the title "Advanced labor collective" or "Advanced unit," it is substituted with ministry, department, or provincial commendation banners or merit certificates in the state-level commendation.
