Position and Standards for Teachers
1. Teachers at foreign language and informatics centers are responsible for teaching and guiding practice, including full-time teachers, contract teachers who are Vietnamese, native speakers (for specific foreign languages), and foreign individuals.
2. Vietnamese teachers meet the requirements to teach informatics when they meet one of the following standards:
a) Have a college degree or higher in informatics pedagogy;
b) Have a college degree or higher in informatics and a pedagogical certificate.
3. Vietnamese teachers meet the requirements to teach foreign languages when they meet one of the following standards:
a) Have a college degree or higher in foreign language pedagogy;
b) Have a college degree or higher in foreign languages and a pedagogical certificate.
4. Foreign teachers teaching informatics: Have a college degree or higher in informatics and an appropriate informatics teaching training certificate.
5. Native speakers teaching foreign languages (for specific foreign languages): Have a college degree or higher and an appropriate foreign language teaching training certificate.
6. Foreign teachers meet the requirements to teach foreign languages when they meet one of the following standards:
a) Have a college degree or higher in foreign language pedagogy;
b) Have a college degree or higher in foreign languages and an appropriate foreign language teaching training certificate;
c) Have a college degree or higher, a language proficiency certificate of level 5 or higher according to Vietnam's six-level foreign language proficiency framework or equivalent, and an appropriate foreign language teaching training certificate.
According to the above regulations, a Vietnamese teacher at a foreign language center is qualified to teach informatics when meeting one of the following standards:

[2] Have a college degree or higher in informatics and a pedagogical certificate.

What are the duties of Vietnamese teachers at foreign language centers?
Based on Article 19 of the Regulations on the Organization and Operation of Foreign Language and Informatics Centers issued alongside Circular 21/2018/T-BGDDT, foreign teachers at foreign language centers have the following duties:
- Teach according to the objectives, content, educational programs, and teaching plans; attend classes fully and punctually; manage students in activities organized by the center; participate in the professional activities of the center.
- Implement the decisions of the director; be subject to the inspection of the director and educational management levels as stipulated; follow the center's rules and this Regulation's provisions.
- Comply with the Code of Teacher Ethics as stipulated by the Ministry of Education and Training.
- Be eligible to attend training and professional development courses to enhance their level; enjoy all material and spiritual benefits and receive health care and protection following the policies for educators; actively and proactively improve their professional capacity.
- Be facilitated by the center to perform duties and participate in center management; attend meetings on emulation, commendation, discipline, and address issues related to the students of their assigned class.

Enrollment
1. Annually, the foreign language and informatics center develops an enrollment plan and publicly announces the course information including program, teaching materials, output standards, learning conditions, teachers, examination and evaluation methods, certification of learning results, course commencement date, tuition fees, and other necessary information.
2. For enrollment plans of language and informatics courses designed to meet learners' specific needs, the course information is agreed upon between the center and learners and announced publicly before the course's commencement.
Thus, according to the above regulations, annually, the foreign language center develops an enrollment plan and publicly announces the teacher information along with course information, including program, teaching materials, output standards, learning conditions, teachers, examination and evaluation methods, certification of learning results, course commencement date, tuition fees, and other necessary information.
