Do university students who have someone else take exams for them face expulsion in Vietnam?
Based on Article 20 of the Regulations on Training at the University Level issued together with Circular 08/2021/TT-BGDDT regarding the handling of violations by students, it is stipulated as follows:
Handling of violations by students
1. Students caught cheating in exams, tests, or evaluations of academic performance will be disciplined for each module they violated according to the current regulations of the High School Graduation Exam Regulations issued by the Ministry of Education and Training, except for the cases specified in Clause 2 of this Article.
2. Students who take exams for others or ask others to take exams for them will be disciplined with a one-year suspension for the first violation and expulsion for the second violation.
3. Learners who use forged documents, diplomas, or certificates as conditions for admission or graduation will be expelled; if a graduation diploma has been issued, it will be revoked and nullified.
Under the above regulations, university students who ask others to take exams for them (exam surrogacy) will only be disciplined with a one-year suspension. If they repeat the offense a second time, they will be expelled.

Under which circumstances are university students expelled in Vietnam?
- In the case of handling academic results under the credit system, Article 11 of the Regulations on Training at the University Level issued together with Circular 08/2021/TT-BGDDT specifies the cases where students are expelled, which are:
+ The number of academic warnings or the level of academic warnings exceeds the limits prescribed by the educational institution;
+ The study duration exceeds the prescribed limit.
- In the case of handling academic results under the yearly system, according to Article 12 of the Regulations on Training at the University Level issued together with Circular 08/2021/TT-BGDDT, students are expelled in the following cases:
+ The annual average score is below 0.8;
+ The cumulative average score is below 1.2 after 2 years of study, below 1.4 after 3 years of study, and below 1.6 after 4 years of study onward;
+ The study duration exceeds the prescribed limit.
Thus, it can be seen that whether a student is expelled depends on whether their university evaluates academic results based on the credit system or the yearly system, which determines the different cases of expulsion.
Note: This regulation applies to students training under the credit system!
How is the study duration at universities in Vietnam regulated?
Based on Article 2 of the Regulations on Training at the University Level issued together with Circular 08/2021/TT-BGDDT, the content is regulated as follows:
- The training program is built on a credit basis, structured from courses or modules (hereinafter referred to as modules), which must include all mandatory modules and meet the training program standards as per the current regulations of the Ministry of Education and Training.
In the case of dual-degree training or major-minor training, the training program must clearly present the shared and separate workload for each field of study.
- The content and output standards of the training program apply uniformly across different forms, methods of training organization, and different learners.
For those who have graduated from different levels or fields, the actual study workload is determined based on the recognition or conversion of accumulated credits and exemption from modules in the previous training program.
- The training program must be publicly available to learners before enrollment and at the beginning of the course; changes and adjustments related to the training program are implemented according to current regulations and announced before application, not adversely affecting students.
- For each form of training, the training program should provide a standardized plan for the entire course to guide students.
+ The standardized plan duration for full-time training must comply with the time prescribed in the National Education System Framework and ensure that most students complete the training program;
+ The standardized plan duration for part-time training must be at least 20% longer than the corresponding full-time training program duration.
- The maximum time for students to complete the course is stipulated in the training institution's regulations but must not exceed twice the standardized plan duration for each form of training.
For interlinked students who have been exempted from accumulated credits, the maximum time to complete the course is based on the standardized plan duration reduced accordingly with the exempted workload.
