What are the conditions for recognizing lower secondary school graduation in Vietnam?
Based on Article 4 of the Regulation on the recognition of lower secondary school graduation, issued together with Circular 31/2023/TT-BGDDT, the conditions for recognizing lower secondary school graduation are as follows:
Students are recognized as graduates if they meet the following conditions:
- Not more than 21 years old (as per the year) for students who have completed the general lower secondary school education program; from 15 years old or older (as per the year) for learners who have completed the lower secondary school continuing education program.
In cases of students returning from abroad, skipping grades, or studying at an older age than the prescribed age, they must comply with the age regulations by the educational level of the Ministry of Education and Training.
- Have completed the general lower secondary school education program or the lower secondary school continuing education program.
- Have a full dossier as per regulations. The dossier includes:
(1). For students who complete grade 9 at an educational institution in the year of considering recognition of graduation, the dossier for graduation recognition is the student's transcript. (*)
(2). For students not within the scope of (*), the dossier for graduation recognition includes:
- Registration form for graduation consideration;
- A certified copy of the birth certificate or national ID card or citizen ID card;
- The original student transcript or an electronic student transcript certified by the educational institution where the student completed grade 9. In case the student loses the original transcript or does not have an electronic transcript, they must have a certification of grade 9 results from the educational institution where the student completed grade 9.
What is the process for recognizing lower secondary school graduation in Vietnam?
Based on Article 8 of the Regulation on the recognition of lower secondary school graduation issued together with Circular 31/2023/TT-BGDDT, the process for recognizing lower secondary school graduation is as follows:
Step 1: The educational institution develops a plan to recognize graduation; publicly announces the plan for recognizing graduation, including specific instructions on the time and form of submitting the graduation consideration dossier for the students specified in Clause 2, Article 6 of the Regulation on the recognition of lower secondary school graduation issued together with Circular 31/2023/TT-BGDDT at least 30 days before the graduation consideration date;
Receive and prepare the dossier for graduation recognition as per regulations in Article 6 of the Regulation on the recognition of lower secondary school graduation issued together with Circular 31/2023/TT-BGDDT to hand over to the Council.
Step 2: Students specified in Clause 2, Article 6 of the Regulation on the recognition of lower secondary school graduation issued together with Circular 31/2023/TT-BGDDT submit the graduation consideration dossier as per Clause 2, Article 6 of the Regulation on the recognition of lower secondary school graduation issued together with Circular 31/2023/TT-BGDDT to the educational institution organizing the graduation recognition as guided by the educational institution.
Step 3: Based on the graduation consideration dossier, the Council organizes the graduation consideration for students; prepares a graduation consideration report and a list of students proposed for graduation recognition. The graduation recognition report must include full names and signatures of the Council members.
Step 4: The Council sends the graduation recognition proposal dossier to the educational institution to submit to the Head of the Department of Education and Training for approval, including:
- Proposal for graduation recognition;
- Report and list of students proposed for graduation recognition.
Step 5: The Head of the Department of Education and Training issues a decision recognizing graduation for students as proposed by the educational institution.
How many times a year is lower secondary school graduation in Vietnam considered?
Based on Article 3 of the Regulation on the recognition of lower secondary school graduation issued together with Circular 31/2023/TT-BGDDT, the number of times lower secondary school graduation is considered in a year is as follows:
- For educational institutions implementing the general lower secondary school education program, in the year that students complete grade 9, organize graduation recognition up to 02 (two) times. The first graduation consideration is conducted immediately after the school year ends. The second graduation consideration (if any) is conducted before the new school year starts.
- For educational institutions implementing the lower secondary school continuing education program, in the year that students complete grade 9, organize graduation recognition at least 01 (one) time immediately after the school year ends.
