Based on point a, clause 1, Article 16 of Decree 81/2021/ND-CP, the subjects eligible for tuition reduction and support for tuition fees payment are as follows:

Subjects eligible for tuition reduction and support for tuition fees payment

1. The subjects eligible for a 70% tuition reduction include:

a) Students studying in traditional and special arts programs at vocational education, public, and private higher education institutions offering cultural-artistic training, including: Traditional music instrumentalists, Hue traditional musicians, Dan Ca Tai Tu Nam Bo , theatrical actors, traditional folk performance art, Ca Tru art, Bai Choi art, traditional musical instrument performance;

Students studying traditional and special arts programs at public and private higher education institutions offering cultural-artistic training in the abovementioned fields are eligible for a 70% tuition reduction.

Thus, students studying Dan Ca Tai Tu Nam Bo are eligible for a 70% tuition reduction.

What documents are required for students studying Dan Ca Tai Tu Nam Bo to apply for tuition reduction in Vietnam?

Based on clause 1, Article 19 of Decree 81/2021/ND-CP:

Dossier and Procedure for Tuition Exemption and Reduction, Support for Study Costs, and Tuition Fee Payment Support for Learners at Preschool, General Education, Continuing Education, Vocational Education, and Higher Education Institutions

1. Dossier:

a) Application for tuition exemption or reduction, and support for study costs, and tuition fee payment support:

- For subjects eligible for tuition exemption or reduction in preschool, general education, and continuing education: Application form according to Appendix II; for primary school students in private schools eligible for tuition fee support: Application form according to Appendix VI;

- For subjects eligible for study cost support in preschool, general education, and continuing education: Application form according to Appendix III;

- For subjects eligible for tuition exemption or reduction in public vocational education and higher education institutions: Form according to Appendix V; for subjects eligible for tuition exemption or reduction in private vocational education and higher education institutions: Form according to Appendix VII.

b) Authenticated copy or copy accompanied by the original for comparison or copy from the original proving documents for tuition exemption or reduction and support for study costs for the following subjects:

- Certification from the management agency of beneficiaries for the subjects regulated in clause 1, Article 15 of this Decree;

- Disability certificate issued by the commune-level People's Committee, or social protection decision by the district-level People's Committee's Chairperson for the subjects regulated in clause 2, Article 15 of this Decree;

c) For preschool children and students in general education, and learners in continuing education institutions following the general education program who are both eligible for tuition exemption or reduction and study cost support, only one set of related documents along with the application (Appendix IV) of this Decree needs to be submitted.

d) Learners eligible for tuition exemption or reduction and study cost support only need to submit one set of documents for the entire study period. Particularly, learners from poor or near-poor households must submit an additional poverty or near-poverty certificate at the beginning of each semester for the subsequent tuition exemption or reduction and study cost support assessment.

dd) In cases where students have a citizen identification card and a personal identification number, and residential registration information can be extracted from the connection and data sharing on the population database with educational institutions, Education and Training Boards, Departments of Education and Training, Labor, War Invalids and Social Affairs Boards, Financial Boards, Financial Departments, then parents or guardians of children and students do not need to submit the "Birth Certificate" and "Permanent Household Registration Book".

What is the procedure for implementing tuition reduction for students studying Dan Ca Tai Tu Nam Bo in Vietnam?

Based on clause 2, Article 19 of Decree 81/2021/ND-CP:

Dossier and Procedure for Tuition Exemption and Reduction, Support for Study Costs, and Tuition Fee Payment Support for Learners at Preschool, General Education, Continuing Education, Vocational Education, and Higher Education Institutions

2. Procedure for implementation:

Within 45 working days from the start date of the academic year, parents or guardians of preschool children, general education students, learners at continuing education institutions; students, learners at vocational education, and higher education institutions eligible for tuition exemption or reduction, support for tuition fees payment, study costs submit the Application (according to Appendix II; Appendix III; Appendix IV; Appendix V; Appendix VI, Appendix VII of this Decree) and authenticated copy or copy accompanied by the original for comparison or copy from the original of one of the documents stipulated in clause 1 of this Article to prove eligibility for tuition exemption, reduction, and study cost support to the education institution in person, by post, or via an electronic transaction system.

Within 45 working days from the start date of the academic year, students eligible for tuition reduction submit the application form by direct submission, post, or via the electronic transaction system.

- For public higher education institutions: Within 10 working days from the receipt of the tuition reduction application, the head of the public higher education institution is responsible for reviewing the dossier and deciding on the tuition reduction for the student.

Simultaneously, compile a list of students eligible for tuition reduction according to the appendix 9 form (download) and send it to the immediate higher management agency. The higher management agency appraises, prepares an expense estimation according to the appendix 10 form (download) and submits it to the Ministry of Finance for consolidation and submission to competent authorities for funding allocation in the annual budget estimate.

- For private higher education institutions: Within 10 working days from the receipt of the tuition reduction application, the head of the private higher education institution is responsible for certifying the tuition reduction dossier for the learner.

Simultaneously, compile a list of learners eligible for tuition reduction according to the appendix 9 form (download) and send it to the Labor, War Invalids, and Social Affairs Office where the learner registers for permanent residence for implementation in accordance with regulations.
