On December 10, 2024, the People's Committee of Ho Chi Minh City issued Notification 519/TB-UBND of 2024 regarding the national flag hoisting and the Gregorian New Year holiday 2025.

The People's Committee of Ho Chi Minh City announced the details concerning national flag hoisting and the Gregorian New Year holiday 2025 to administrative agencies, public service providers, political organizations, and socio-political organizations as follows:

(1) Officials and public employees and workers from administrative agencies, public service providers, political organizations, and socio-political organizations will have a holiday on Wednesday, January 1, 2025.

(2) Agencies, units, enterprises, schools, hospitals, armed forces units, and households are to hoist the national flag on January 1, 2025.

(3) The Chairperson of the People's Committees of Thu Duc City and districts, and heads of agencies and units shall:

- Encourage and remind the hoisting of the national flag in residential areas and units under their management; allocate personnel on duty during the holiday ensuring security, order, fire prevention, and safety for agencies, units, and public amusement sites; arrange staff to work appropriately to ensure continuous service and public welfare.

- Continue guiding, inspecting, and supervising the implementation of disease prevention and control within the localities and units under their management as per regulations.

(4) The Department of Natural Resources and Environment will take charge of and coordinate with other relevant departments, units, and the People's Committees of Thu Duc City and districts in encouraging the citizens, agencies, units, and organizations to maintain cleanliness in residential areas, markets, schools, public offices, enterprises, and roads, and beautify office areas and street-facing houses; continuously cultivate civilized urban lifestyles.

Thus, according to the above regulations, schools in Ho Chi Minh City are required to hoist the national flag on the Gregorian New Year 2025.

Under Article 8 of Circular 06/2019/TT-BGDDT on code of conduct for learners in schools:

- Behavior with administrative officers, teachers and staff: Show respect, politeness, honesty, sharing, and observe the requirements as prescribed. Do no fabricate information; do not offend spirit, honor, dignity, or inflict violence.

- Behavior with other learners: Use language which is proper, friendly, honest, cooperative, helpful and respect differences. Do not use bad language, swear, insult, cause disunity; do not fabricate; do not spread information to slander, affect honor and dignity of other learners.

- Behavior with parents and relatives: Show respect, politeness, honesty, and love.

- Behavior with visitors to educational institutions: Show respect, politeness

What is the general code of conduct in schools in Vietnam?

According to Article 4 of Circular 06/2019/TT-BGDDT, the general code of conduct in schools includes:

- Strictly comply with the provisions of law on rights and obligations of citizens, civil servants, officials, teachers, workers and learners.

- Perform a healthy and positive lifestyle, care, share and help others.

- Protect and preserve the educational institution's landscape; building a safe, friendly, green, clean and beautiful educational environment.

- Administrative officers, teachers must use polite outfit, suitable for environmental and educational activities; employees must use clothing suitable for the educational environment and the nature of the work; learners must use clean and neat clothes suitable for ages and educational activities; learners' parents and visitors who come to school must wear clothing appropriate to the educational environment.

- Do not use clothing that is offensive.

- Do not smoke, use alcohol, substances banned in educational institutions as prescribed by law; do not engage in social evils.

- Do not use social networks to disseminate, propagate and comment on information or images contrary to the customs and habits, contrary to the Party's guidelines, policies and laws of the State or adversely affect the educational environment.

- Do not cheat, lie, slander, stir up hatred, harass, coerce, intimidate, or inflict violence against others.

- Do not harm the health, honor and dignity of oneself, others and the collective reputation.

What are the duties of upper secondary school students in Vietnam when attending school?

According to Article 34 of Circular 32/2020/TT-BGDDT, the duties of students are defined as follows:

- Learn and train according to curricula and education plans of their schools.

- Respect their parents, officials, teachers and staff of their schools, and those older than them; maintain solidarity and mutual support in learning and training; conform to the charter and rules of their schools; and abide by the law.

- Take exercises and maintain personal hygiene.

- Participate in group activities of their schools and classes, Ho Chi Minh Young Pioneer Organization and Ho Chi Minh Communist Youth Union; help their families, join physical and social activities and environmental protection activities, and maintain traffic order and safety.

- Protect school and public property; contribute to fostering, preservation and enhancement of school traditions.
