Pursuant to Article 4 of the Organizational and Operational Regulations of regional parent universities and member higher education institutions issued together with Circular 10/2020/TT-BGDDT, the organizational structure of a regional parent university is prescribed as follows:
Organizational structure of regional parent universities
The organizational structure of regional parent universities is implemented according to the provisions of Clause 9, Article 1 of the Law amending and supplementing a number of articles of the Higher Education Law (amending and supplementing Article 15 of the Higher Education Law), including:
- regional parent university Council.
- Director of the regional parent university; Deputy Director of the regional parent university.
- Scientific and Training Council; other councils (if any).
- constituent universities, member research institutes (if any); universities under the regional parent university, functional departments; scientific and technological organizations, libraries, and other training service organizations.
- Faculties, branch campuses, research institutes, centers, service establishments, enterprises, business units, and other units (if any) according to the development needs of the regional parent university.
Therefore, a regional parent university has member units, including constituent universities.

What is the organizational structure of a constituent university of a regional parent university in Vietnam?
Pursuant to Clause 3, Article 1 of the Organizational and Operational Regulations of regional parent universities and member higher education institutions issued together with Circular 10/2020/TT-BGDDT as follows:
Scope of regulation and subjects of application
- This regulation prescribes the organization and operation of regional parent universities and member higher education institutions, including: organization and personnel, training activities, scientific and technological activities, international cooperation activities, quality assurance and accreditation of higher education quality, finance, assets, work relations, information policies, reporting, and inspection, checking.
- This regulation applies to Thai Nguyen University, Hue University, and Da Nang University (hereinafter referred to as regional parent universities) and member higher education institutions; relevant agencies, organizations, and individuals.
3. Member higher education institutions of regional parent universities comply with the provisions of the Higher Education Law; the Law amending and supplementing a number of articles of the Higher Education Law; Decree No. 99/2019/ND-CP dated December 30, 2019, of the Government of Vietnam detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Higher Education Law (hereinafter referred to as Decree No. 99/2019/ND-CP); relevant legal regulations and this Regulation.
Therefore, constituent universities of regional parent universities will comply with the provisions of the Higher Education Law 2012, as amended by the Higher Education Law Amendment 2018 and Decree 99/2019/ND-CP.
According to Article 14 of the Higher Education Law 2012, as amended by Clause 8, Article 1 of the Higher Education Law Amendment 2018, the organizational structure of a constituent university of a regional parent university includes:
- University Council, Academy Council (hereinafter collectively referred to as University Council);
- University Rector, Academy Director; University Vice Rector, Deputy Academy Director;
- Scientific and Training Council; other councils (if any);
- Faculties, functional departments, libraries, scientific and technological organizations, other training service organizations;
- Schools, branch campuses, research institutes, service establishments, enterprises, business units, and other units (if any) according to the development needs of the university.
*** The specific organizational structure of the university, relationships, and autonomy levels of units under and directly under the university are prescribed in the university’s organizational and operational regulations.
What are the rights and duties of a constituent university of a regional parent university in Vietnam?
Pursuant to Article 28 of the Higher Education Law 2012 which has some phrases annulled by point c, Clause 2, Article 77 of the Vocational Education Law 2014 and Clause 2, Article 2 of the Higher Education Law Amendment 2018, the tasks and rights of a university are as follows:
- Formulate strategies and development plans for the higher education institution.
- Implement training activities, scientific and technological activities, international cooperation, and ensure the quality of higher education.
- Develop training programs according to defined objectives; ensure linkage between programs and training levels.
- Organize the apparatus; recruit, manage, develop, and train staff, managers, public employees, and laborers.
- Manage learners; ensure the legitimate rights and interests of lecturers, public employees, staff, managers, and learners; allocate funds to implement social policies for beneficiaries of social policies, ethnic minority areas, areas with particularly difficult socio-economic conditions; ensure an educational environment for educational activities.
- Self-assess training quality and undergo educational quality accreditation.
- The State allocates or leases land and facilities; is exempted or reduced from taxes as prescribed by law.
- Mobilize, manage, and use resources; enhance infrastructure, invest in equipment.
- Cooperate with domestic and foreign economic, educational, cultural, sports, health, and scientific research organizations.
- Implement information policies, report and undergo inspection and scrutiny from the Ministry of Education and Training, other ministries, and central authorities, and the provincial People's Committee where the higher education institution is headquartered or organizes training activities as prescribed.
- Other tasks and powers as prescribed by law.
