Scope of Regulation and Subjects of Application

1. The regulations on professional standards for teachers of general education institutions include: professional standards for teachers of general education institutions (hereinafter referred to as teachers' professional standards), and guidelines for using these standards.

2. These regulations apply to teachers in primary schools, secondary schools, high schools, multi-level schools, specialized schools, ethnic boarding schools, semi-boarding ethnic schools (hereinafter collectively referred to as general education institutions), and relevant organizations and individuals.

Moreover, based on Article 8 of the Regulations on Professional Standards for Teachers of General Education Institutions issued with Circular 20/2018/TT-BGDDT, Standard 5 outlines specific criteria that primary school teachers are required to meet as follows:

Using foreign languages or ethnic languages, applying information technology, utilizing and using technological equipment in teaching and education.

Using foreign languages or ethnic languages, applying information technology, utilizing and using technological equipment in teaching and education.

* Criterion 14: Using foreign languages or ethnic languages

+ Basic level: Able to use simple conversational words in a foreign language (priority given to English) or a second foreign language (for foreign language teachers) or an ethnic language for positions that require the use of an ethnic language;

+ Fair level: Able to exchange information on simple, familiar daily topics or simple, familiar topics related to teaching and education activities (priority given to English) or know a second foreign language (for foreign language teachers) or an ethnic language for positions that require the use of an ethnic language;

+ Good level: Able to write and present simple paragraphs on familiar topics in teaching and education activities (priority given to English) or a second foreign language (for foreign language teachers) or an ethnic language for positions that require the use of an ethnic language.

* Criterion 15: Applying information technology, utilizing and using technological equipment in teaching and education

+ Basic level: Able to use basic application software, technological equipment in teaching, education and student management according to regulations; complete training, refresher courses, and utilize information technology and technological equipment in teaching and education according to regulations;

+ Fair level: Applying information technology and digital learning materials in teaching and education; updating and effectively using software; utilizing and using technological equipment in teaching and education activities;

+ Good level: Guiding and supporting colleagues in enhancing their ability to apply information technology; utilizing and using technological equipment in teaching and education activities.

Thus, in accordance with the above regulations, primary school teachers are required to meet professional standards in foreign languages (priority given to English) as clearly stated in Standard 5.

What are procedures for evaluation and rating according to professional standards for primary school teachers in Vietnam?

Based on Article 10 of the Regulations on Professional Standards for Teachers of General Education Institutions issued with Circular 20/2018/TT-BGDDT, the procedures for evaluation and rating according to professional standards for primary school teachers is defined as follows:

* The evaluation process is implemented as follows:

Step 1) Teachers self-assess according to the professional standards;

Step 2) General education institutions gather opinions from colleagues in the specialized department about the teacher being evaluated based on the professional standards;

Step 3) The head of the general education institution conducts the evaluation and announces the results based on the teacher's self-assessment, colleagues' opinions, and the actual performance of the teacher through authentic, relevant evidence.

* The rating of evaluation results is implemented as follows:

[1] Meeting the professional standards at a good level: All criteria are met at a fair level or higher, and at least 2/3 of the criteria are met at a good level, including the criteria specified in Article 5 of the Regulations on Professional Standards for Teachers of General Education Institutions issued with Circular 20/2018/TT-BGDDT (with some content temporarily suspended by Clause 2 Article 1 Circular 29/2021/TT-BGDDT) met at a good level;

[2] Meeting the professional standards at a fair level: All criteria are met at a basic level or higher, and at least 2/3 of the criteria are met at a fair level or higher, including the criteria in Article 5 of these regulations met at a fair level or higher;

[3] Meeting the professional standards at a basic level: All criteria are met at a basic level or higher;

[4] Not meeting the professional standards: Any criteria not met (criteria are not met if they do not meet the requirements of the basic level).

What requirements shall be considered for assessing primary school teachers according to professional standards in Vietnam?

Simultaneously, the evaluation according to professional standards for primary school teachers must note the requirements specified in Article 9 of the Regulations on Professional Standards for Teachers of General Education Institutions issued with Circular 20/2018/TT-BGDDT as follows:

- Objective, comprehensive, fair, and democratic.

- Based on the teacher’s qualities, competencies, and work process within the specific conditions of the school and locality.

- Based on the level of each criterion achieved in Chapter II of the Regulations on Professional Standards for Teachers of General Education Institutions issued with Circular 20/2018/TT-BGDDT and supported by authentic, relevant evidence.
