Based on Clause 2, Article 6 of Decree 116/2020/ND-CP:
Reimbursement of Support Funds

- Subjects not required to reimburse the support funds for tuition fees and living expenses include:
a) Within 2 years from the date of the graduation recognition decision, pedagogy students working in the education sector and have worked for a minimum duration twice the training period from the recruitment date;
b) Pedagogy students, after graduation, working in the education sector but not yet meeting the time requirement as stipulated in point a, clause 2 of this Article and are transferred by competent state agencies to work outside the education sector;
c) Pedagogy students, after graduation, continue to be placed by the ordering agency for training at a higher level and continue to work in the education sector for the time prescribed in point a, clause 2 of this Article.
According to the above regulation, it does not automatically exempt pedagogy students from reimbursing tuition fees if they are transferred to work outside the education sector after graduation.
Instead, the condition must be met that, after graduation, the student is working within the education sector but has not yet met the required duration, and is transferred by a competent state agency to work outside the education sector to avoid reimbursement.

Do pedagogy students in Vietnam need local verification when applying for tuition fee and living expense support?
Based on Article 7 of Decree 116/2020/ND-CP:
Procedures for Registering for Tuition Fee and Living Expense Support
- Annually, based on the target set by the Ministry of Education and Training, teacher training institutions notify candidates admitted to teacher training programs to register under assigned tasks, orders, or bidding or training as per social demand within the limits announced by the Ministry of Education and Training.
- Within 30 days from the date of the admission notice, pedagogy students submit an Application for Support and a commitment to reimburse tuition fees and living expenses to the teacher training institution (Form No. 01 attached as Annex to this Decree) either in person, by mail, or online (if applicable).
Students submit only one set of documents for the first request for support during their entire study time at the teacher training institution.
- The teacher training institutions summarize and notify the localities that have assigned tasks, ordered, or bid to jointly consider supporting pedagogy students under assigned tasks, orders, or bids.
- The ordering, bidding agency develops criteria for selecting pedagogy students who have been admitted, cooperates with teacher training institutions to ensure fair, open, and transparent selection.

In the procedure for registering for tuition fee and living expense support, there is no provision requiring local verification to complete the procedure.

- Pedagogy students are required to reimburse funds as stipulated in clause 1, Article 6 of this Decree. If they are under policy or difficult circumstances, the provincial People's Committee will decide based on the specific conditions and characteristics of the pedagogy student on the method of recovery, exemption, reduction, or write-off of the reimbursement fund.
- The amount recovered from the reimbursement cost of pedagogy students is submitted to the state budget according to the current budget management decentralization and under the provisions of the State Budget Law on the management of recovered amounts for the budget.
Therefore, the amount recovered from the reimbursement of pedagogy students is submitted to the state budget according to the current budget management decentralization and under the provisions of the 2015 State Budget Law on managing recovered amounts for the budget. It is not automatically retained by the school for subsequent activities.
