Pursuant to Article 12 of Circular 22/2021/TT-BGDDT:
Promotion to the next grade, re-assessment during summer break, non-promotion
1. Students meeting the following conditions will be promoted to the next grade or recognized as having completed the lower secondary education program or the upper secondary education program:
a) The annual training results (including re-assessment results after summer break training as prescribed in Article 13 of this Circular) are assessed as Achieved or higher.
b) The annual academic results (including re-assessment results of subjects as prescribed in Article 14 of this Circular) are assessed as Achieved or higher.
c) Not absent for more than 45 days during a school year (based on the one-session-per-day education plan stipulated in the General Education Program, including both excused and unexcused absences, continuous or non-continuous absences).
2. Students required to undergo training during the summer break must comply with the regulations in Article 13 of this Circular; students needing re-assessment of subjects during the summer break must comply with the regulations in Article 14 of this Circular.
3. Students failing to meet the requirements stipulated in Clause 1 of this Article will not be promoted to the next grade or recognized as having completed the lower secondary education program or the upper secondary education program.
4.For students with disabilities: The Principal, based on the assessment results of students with disabilities as prescribed in Article 11 of this Circular, will decide on promotion or recognition of completion of the lower secondary education program or the upper secondary education program for students with disabilities.
Under these regulations, lower secondary school students who are absent for more than 45 days during a school year (per the one-session-per-day education plan stipulated in the General Education Program, including both excused and unexcused, continuous or non-continuous absences) will not be promoted to the next grade, regardless of the reason for their absence.
Therefore, lower secondary school students who take extended leave for medical treatment exceeding 45 days, including both excused and unexcused absences, during a school year will have to repeat a grade. If the absence due to prolonged medical treatment does not exceed 45 days during a school year and the students meet the other conditions for promotion, they will still be promoted.

How many times can lower secondary school students repeat a grade?
Pursuant to Article 33 of the Charter for intermediate schools, high schools, and multi-level schools issued with Circular 32/2020/TT-BGDDT, it is stipulated as follows:
Age of lower secondary school students
The age of students entering grade 6 is 11 years old. The age of students entering grade 10 is 15 years old. For students who have advanced a grade earlier in the previous level or students entering a level at an age older than the standard age, the age for entry into grade 6 and grade 10 can be adjusted based on the age at graduation from the previous level.
Students who are ethnic minorities, students with disabilities, students with particularly difficult circumstances, and students returning from abroad may enter school levels at an age up to 3 years older than the standard age.
3. Students are not allowed to repeat a grade more than 3 times in one school level.
- Students with good physical condition and intellectual maturity may enter school early or advance a grade within the school level. The assessment of specific cases will be conducted as follows:
a) Parents or guardians submit a request to the school.

Thus, lower secondary school students are allowed to repeat a grade a maximum of 3 times within one school level.
What must lower secondary school students in Vietnam achieve to receive a certificate of merit?
Pursuant to Article 15 of Circular 22/2021/TT-BGDDT, it is stipulated as follows:
Commendation
- The Principal awards certificates of merit to students:
a) Commendation at the end of the school year:
- Awarding the title "Excellent Student" to students who have annual training results assessed as Good, annual academic results assessed as Good, and with a minimum grade-point average of 9.0 for at least 6 subjects assessed by both comments and scores.
- Awarding the title "Good Student" to students who have annual training results assessed as Good and annual academic results assessed as Good.
b) Commendation for students with outstanding achievements in training and studying during the school year.
- Students with exceptional achievements will be considered by the school for commendation to higher authorities.
Thus, lower secondary school students must achieve the title of "Excellent Student" or "Good Student" at the end of the school year to receive a certificate of merit from the Principal.
Note: lower secondary school students who do not achieve the titles of "Excellent Student" or "Good Student" at the end of the school year but have outstanding achievements in training and studying during the school year will still be awarded a certificate of merit.
