Do foreign-invested educational institutions in Vietnam have their own seals?
According to the provisions of Clause 1, Article 2 of Decree 86/2018/ND-CP, a foreign-invested educational institution is an educational institution with investment from a foreign-invested economic organization, operating in accordance with the laws of Vietnam, and is permitted to use its own seal and bank account.
Thus, a foreign-invested educational institution is permitted to use its own seal.

Is a preschool considered a type of educational institution with foreign investment in Vietnam?
According to the types of operations of foreign-invested educational institutions regulated in Article 28 of Decree 86/2018/ND-CP:
Types of foreign-invested educational institutions
1. Institutions for short-term training courses.
2. Preschools.
3. General educational institutions (primary schools, lower secondary schools, upper secondary schools, general schools with multiple educational levels).
4. Higher education institutions.
5. Branches of foreign-invested higher education institutions in Vietnam.
According to the above regulations, foreign-invested educational institutions operate in the following types:
+ Institutions for short-term training courses.
+ Preschools.
+ General educational institutions (primary schools, lower secondary schools, upper secondary schools, general schools with multiple educational levels).
+ Higher education institutions.
+ Branches of foreign-invested higher education institutions in Vietnam.
Thus, according to the regulations, kindergartens or preschools are one of the types of foreign-invested educational institutions.
Additionally, the operational duration of a foreign-invested educational institution shall not exceed 50 years, from the date the investment registration certificate is issued, but no longer than the lease term for the land. The basis for this is Article 30 of Decree 86/2018/ND-CP.
How to properly name a foreign-invested educational institution in Vietnam?
Foreign-invested educational institutions are named according to the provisions in Article 29 of Decree 86/2018/ND-CP:
Naming of foreign-invested educational institutions
1. Foreign-invested educational institutions established and operated in the form of schools or centers must be named according to the following regulations:
a) For schools, names must include the following components arranged in the order: “Trường” (School), “Cấp học hoặc trình độ đào tạo” (Educational level or training degree), and a proper name;
b) For institutions providing short-term training courses, names must include the following components arranged in the order: “Trung tâm giáo dục hoặc đào tạo” (Educational or training center), "Ngành hoặc nhóm ngành đào tạo chính" (Industry or major training group) and a proper name;
c) For branches of foreign-invested higher education institutions in Vietnam, names must include the following components arranged in the order: “Phân hiệu” (Branch), "Tên cơ sở giáo dục đại học có vốn đầu tư nước ngoài" (Name of the foreign-invested higher education institution) and “in the province, city”.
2. The proper name of a foreign-invested educational institution must not be identical or cause confusion with the name of an already registered educational institution, or with the name of the enterprise executing the investment project; must not use words or symbols violating historical tradition, culture, ethics, and the customs and traditions of the Vietnamese nation.
3. Foreign-invested educational institutions must have a transaction name in Vietnamese and an international transaction name in English (or another commonly used foreign language) with equivalent contents.
4. The Minister of Education and Training considers and decides on naming some educational institutions with particular characteristics.
According to the above regulations, foreign-invested educational institutions are established and operated in the form of schools or centers.
