What are the documents required for requesting tuition fee exemption for children with disabilities attending preschool in Vietnam?
According to Clause 2, Article 19 of Decree 81/2021/ND-CP, the required documents for requesting tuition fee exemption for children with disabilities attending preschool are:
- Application for exemption/reduction of tuition fees as per Appendix 2 attached to Decree 81/2021/ND-CP.
- A certified copy or a copy accompanied by the original for comparison, or a copy from the original register of the Disability Certificate issued by the commune-level People's Committee or the Decision on Social Allowance by the Chairman of the district-level People's Committee.
* Note:
- For disabled children in preschool who are both eligible for tuition fee exemption/reduction and eligible for support with educational costs, only one set of related documents is required, along with the application form (Appendix 4) of Decree 81/2021/ND-CP.
- preschool children only have to submit one set of documents for the entire education period.

2. Order of implementation:
Within 45 working days from the start date of the academic year, parents (or guardians) of preschool children, primary and secondary students, learners in continuing education; students in vocational and higher education institutions who are eligible for tuition fee exemption/reduction, tuition fee support, and studying cost support shall submit the Application (as per Appendices II, III, IV, V, VI, VII of this Decree) and a certified copy or a copy accompanied by the original for comparison, or a copy from the original register of one of the documents specified in Clause 1 of this Article to prove eligibility for tuition fee exemption/reduction and studying cost support directly or via post or electronic transactions to the educational institution.
3. Responsibilities for reviewing and verifying documents:
a) For public preschool, primary, and secondary schools, and continuing education institutions under the education and training department: Within 10 working days from the receipt of the application for tuition fee exemption/reduction and studying cost support, tuition fee support for primary school students in areas lacking public schools, the principal is responsible for reviewing the documents and preparing the list of students eligible for tuition fee exemption/reduction and studying cost support, tuition fee support for primary school students and sending it to the education and training department for verification;

d) For private preschool institutions; private general education institutions; private continuing education institutions, vocational education, and private higher education: Within 10 working days from the receipt of the application for tuition fee exemption/reduction, the educational institution is responsible for providing the learner with a confirmation certificate as per Appendix VIII of this Decree.
