Pursuant to Clause 1, Article 6 of Decree 115/2020/ND-CP as supplemented by Clause 2, Article 1 of Decree 85/2023/ND-CP which stipulates as follows:
Priority in the recruitment of public employees
1. Subjects and bonus point in recruitment exams or selection:
a) Heroes of the People's Armed Forces, Heroes of Labor, war invalids, persons entitled to policies equivalent to war invalids, category B war invalids: Additional 7.5 points to the result of round 2;
b) Ethnic minorities, military officers, police officers, professional soldiers returning from service, persons working in cryptographic work transferring to other sectors, graduates trained as reserve officers, graduates trained as command chiefs of Commune-level Military Command Committees in grassroots militaries who are conferred reserve officer ranks and registered in the reserve officer list, children of martyrs, children of war invalids, children of sick soldiers, children of persons entitled to policies equivalent to war invalids, children of category B war invalids, biological children of those who participated in the resistance and were exposed to toxic chemicals, children of Heroes of the People's Armed Forces, children of Heroes of Labor: Additional 5 points to the result of round 2;
c) Persons who have completed military service, service in the People's Police, and members of the youth volunteer force: Additional 2.5 points to the result of round 2.
d) Trade union officials emerging from grassroots levels, in the worker movement: Additional 1.5 points to the result of round 2.

This regulation does not discriminate between living or deceased war invalids. Therefore, in the case where the father is a deceased war invalid, the teacher's child will still receive bonus point when taking the public employee exams.

What are the contents and format of the first round of the public employee recruitment for teacher position in Vietnam?
Pursuant to Clause 1, Article 9 of Decree 115/2020/ND-CP as amended by Clause 4, Article 1 of Decree 85/2023/ND-CP, the first round will be a computer-based multiple-choice test on general knowledge.
The test will consist of 02 parts. To be specific:
(1) Part 1: General knowledge, 60 questions about the law on public employees, the guidelines and policies of the Communist Party, policies, and laws in the recruitment sector or field. Duration: 60 minutes.
In cases where the applicant has passed the entrance quality assessment under the regulations on official entrance quality assessment, Part I will be exempted.
(2) Part 2: Foreign language, 30 questions based on job position requirements in one of the five languages: English, Russian, French, German, Chinese, or another foreign language as required by the job position. Duration: 30 minutes.
For job positions that do not require foreign language skills as per the training standards and the job position description and competency framework, Part 2 will not be organized.
The result of the first round is determined by the number of correct answers in each part of the test; if at least 50% of the questions in each part are answered correctly, the candidate will proceed to the second round.
What are the contents and format of the second round of the public employee recruitment for teacher position?
Pursuant to Clause 2, Article 9 of Decree 115/2020/ND-CP as amended by Clause 4, Article 1 of Decree 85/2023/ND-CP, the second round will be on professional specialization, including:
(1) Format: Depending on the nature, characteristics, and requirements of the job position being recruited, the head of the competent recruiting agency can choose one of three exam formats: Oral, practical, or written.
For written exams, one of three formats can be chosen: Multiple-choice, essay, or a combination of multiple-choice and essay.
(2) Content: Assessment of knowledge and skills relevant to the professional duties of the job position being recruited.
The content of the professional specialization exam should be based on the duties, professional competency standards of the public employee title, and must align with the requirements of the job position being recruited.
In the same recruitment exam, if there are different job positions requiring different professional abilities, the Public Employee Recruitment Council must organize different professional specialization exam papers corresponding to the job position requirements.
All aspects related to exam preparation must be conducted confidentially as per the law.
Additionally, the exam duration: Oral: 30 minutes (candidates have up to 15 minutes for preparation, not counted in the exam time); written: 180 minutes (excluding the time to copy the exam questions); practical: the duration will be decided by the head of the competent recruiting agency based on the nature and characteristics of the professional activities required for the job position.
Scoring scale (oral, practical, written): 100 points.
Note: Based on the needs and specificity of the agency or unit, the head of the competent recruiting agency may decide higher requirements regarding the content, format, and duration of the second round exam.
