Directive on Ensuring No Students Are Prevented from Attending School Due to Difficult Circumstances in the School Year 2024 - 2025 in Vietnam
According to Official Dispatch 4327/BGDDT-GDTH in 2024 enhancing the directive implementation on several contents for the academic year 2024-2025, the Ministry of Education and Training requests the People's Committees of the provinces and central-affiliated cities to intensify the directive execution of the following content:
Deploy solutions to enhance state management responsibilities to strictly implement regulations on financial management, publicize revenues and expenditures from the start of the school year; select, supply, and utilize textbooks, local educational materials, and reference materials. Develop and implement plans to support students from poor households, near-poor households, policy beneficiaries, students with difficult and disadvantaged circumstances, remote and isolated areas, and ethnic minority regions to ensure they have enough textbooks, school supplies, and other essential conditions; ensure no student is left behind due to difficulties from attending school.
One of the main contents that the People's Committees of the provinces and central-affiliated cities must intensify their directive is to ensure no student is left behind due to difficulties from attending school.

Directive for the Departments of Education and Training of Vietnam to Guide Educational Institutions Effectively at the Start of the 2024-2025 Academic Year
According to Official Dispatch 4327/BGDDT-GDTH in 2024, the Ministry of Education and Training requests the People's Committees of the provinces and central-affiliated cities to strengthen the directive of the Department of Education and Training to guide educational institutions to effectively organize several activities at the start of the academic year 2024-2025 as follows:
- Ensure the cleanliness, aesthetics, and safety of school premises, classrooms, and school campus; display slogans welcoming the new school year, reflecting the determination to successfully carry out the new academic year’s missions, thoroughly prepare for the Opening Ceremony making it a real festival for bringing children to school, a festival for teachers and students attracting the attention and support of the public and society.
- Regarding welcoming new students and organizing the Opening Ceremony for the new academic year:
+ Guide educational institutions to organize activities welcoming new students, especially focusing on first graders; familiarize students with the school's traditions and activities; disseminate the school's regulations; introduce educational activities, educational programs, and study methods.
+ Instruct educational institutions to strictly comply with the regulations on the time students gather at school and organize the Opening Ceremony for the academic year 2024 - 2025 uniformly nationwide on the morning of September 5in 2024.
- Organize the Opening Ceremony concisely but suitably according to local conditions:
(i) The ceremony part to be short but solemn, including activities such as flag-raising, singing the National Anthem (without using pre-recorded tracks with lyrics), reading the President's letter, etc.;
(ii) The festival part to include safe, healthy collective activities that create a cheerful, exciting atmosphere for the start of the new academic year.
- Regarding organizing activities at the start of the academic year:
+ Direct educational institutions to stabilize and maintain regular learning activities immediately after the Opening Ceremony;
+ Guide the organization of initial academic year activities suitable to the students' age, school conditions, and local realities;
+ Emphasize building school culture, ensuring school safety and security right from the start of the academic year;
+ Coordinate well with parents to build consensus, share, and support the education sector in effectively completing the academic year's mission.
Implementing Solutions of Contracting Teachers in Vietnam if the Quota is Not Filled
According to Official Dispatch 4327/BGDDT-GDTH in 2024:
Direct to review, inspect, and expedite to ensure sufficient educational facilities and equipment before the new school year; promptly address the local issues regarding the teaching staff structure under their jurisdiction; flexibly deploy, arrange, and allocate teachers to ensure sufficient quantity and uniform structure, especially for subjects like English, Informatics, Music, and Arts. In cases where the teacher recruitment quota has not been met, apply solutions for contracting teachers according to Decree No. 111/2022/ND-CP dated December 30, 2022, of the Government of Vietnam, to achieve the policy “where there are students, there should be teachers” in accordance with the local reality.
Thus, the Ministry of Education and Training requests the People's Committees of the provinces and central-affiliated cities to strengthen their directive to flexibly deploy, arrange, and allocate teachers to ensure sufficient quantity and uniform structure...
