What is the directive of the Secretariat on the organization of the Lunar New Year 2025?

Recently, the Standing Committee of the Secretariat signed the Secretariat's Directive No. 40-CT/TW (Download) dated December 11, 202 on the organization of the Lunar New Year 2025.

Directive No. 40-CT/TW in 2024 contains the following content:

Our country will celebrate the Lunar New Year 2025 coinciding with the 95th anniversary of the founding of the Communist Party of Vietnam. The entire nation is focusing on accelerating and making breakthroughs to successfully implement the Resolution of the 13th National Congress of the Communist Party of Vietnam and resolutions of CPV congresses at all levels, while preparing for the organization of CPV congresses at all levels for the 2025-2030 term, advancing towards the 14th Congress of the Communist Party of Vietnam, leading the country into a new era. To best prepare the conditions for the people to enjoy the spring, welcome the new year safely, healthily, and economically, and create a new atmosphere and motivation to successfully carry out the tasks of 2025 right from the beginning of the year, the Secretariat requests the CPV committees, party organizations, governments, the Fatherland Front, and political-social organizations at all levels to focus on leading, directing, and properly organizing the following key tasks:

(1) Strengthen unity and unanimity within the Communist Party of Vietnam and great national unity, promote the traditional spirit of "mutual affection and assistance", accelerate the implementation of poverty reduction programs, eradicate temporary and dilapidated houses; properly implement social welfare and social security policies, take good care of the material and spiritual life of the people, especially those in difficult circumstances, poor households, and people in localities affected by natural disasters, epidemics, remote areas, border, island areas, ethnic minorities, employees, and those who have lost their jobs... ensuring every home, every person has the conditions to enjoy the spring and celebrate Tet.

Organize thoughtful visits, encouragement, and Tet greetings for revolutionary veterans, Vietnamese heroic mothers, wounded soldiers, sick soldiers, families of martyrs, families with meritorious service to the revolution, policy families, intellectuals, artists, people with prestige among ethnic minorities, exemplary religious dignitaries, armed forces units, regular forces on duty during Tet days, at the border, islands, difficult areas, and areas with complex issues in terms of political security, order, and social safety.

(2) Strictly manage and organize festivals according to regulations, ensuring spring activities, traditional anniversaries, year-end reviews, New Year gatherings, tree planting festivals... are practical, safe, economical, avoiding ostentation, formality, wastefulness, and are consistent with the nation’s cultural lifestyles, traditions, good customs, and practices.

Localities should decide on organizing fireworks displays for the New Year based on their capabilities, conditions, and actual situations, ensuring safety and economy, and creating a joyful and exciting atmosphere among the people.

(3) Strengthen efforts to prevent and combat wastefulness and negativity; do not organize visits and Tet greetings to superiors and leaders at all levels; do not organize central delegations to visit and send Tet greetings to CPV committees and local governments; strictly prohibit the gifting of Tet presents to leaders at all levels in any form; do not participate in superstitious activities; leaders at all levels may only attend temple ceremonies and festivals if assigned (except for personal participation); do not use state budgets, public vehicles, or assets contrary to regulations for festival and recreational activities... Strictly adhere to regulations on revolutionary ethical standards; responsibilities for setting an example of party members and what party members must not do, especially the regulation on not driving vehicles after consuming alcohol.

(4) Strengthen national defense and security to prevent and respond unexpectedly in any situation, firmly protect independence, sovereignty, unity, and territorial integrity of the Fatherland, maintain a peaceful environment, ensure political security, order, social safety, and safety in cyberspace. Absolutely ensure the safety of important targets, key projects, political, foreign, cultural, and social events of the country.

Strengthen prevention, combat, and strict handling of all types of crimes, legal violations, and social vices. Implement synchronized solutions for strict monitoring and inspection, market management, price stabilization, balancing supply-demand of goods and services; ensure food safety, environmental hygiene, disease prevention...; pay attention to urban decoration, streets, village roads, alleys, and residential areas to ensure brightness, greenness, cleanliness, and beauty. Proactively plan to ensure transportation of goods and serve the people and overseas compatriots returning home for Tet.

Increase guidance, patrol, control to ensure order and traffic safety; prevent and combat fire and explosion. Strictly enforce regulations on management and use of fireworks, preventing the unlawful use of fireworks from occurring during Tet.

(5) Organize well the celebration activities for the 95th anniversary of the founding of the Communist Party of Vietnam in conjunction with spring and Tet activities, creating a joyful, exciting, trusting, and proud atmosphere throughout society. The Central Propaganda Department will chair, cooperate with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism, and related agencies to direct and guide, enhancing propaganda about the country's achievements, potential, position, and prestige after 95 years under the leadership of the Communist Party of Vietnam; organize good cultural, sports, and festival activities during Tet; raise the civic responsibility and awareness of the people in adhering to traffic safety regulations, fire prevention and safety, food safety, environmental hygiene, disaster and disease prevention, actively fighting against false, distorted information and opinions to thwart all sabotage plots of hostile forces opposing the Communist Party of Vietnam, the State, and the people.

(6) CPV committees, party organizations, governments, and the Fatherland Front must complete their review of work in 2024 by December 2024, submitting reports to the Office of the Central Committee of the Communist Party of Vietnam before January 10, 2025. Each agency and unit must review their work before the Tet holiday, to prevent any delays. Arrange staff on Tet duty, promptly handle, and resolve arising work and situations, ensuring no adverse impact on the rights of enterprises, organizations, and individuals; strictly implement information and reporting policies during the Tet holiday.

Agencies and organizations must ensure the immediate resumption of regular work after the Tet holiday and intensively, decisively, and synchronously implement 2025 work tasks right from the beginning of the year, especially correctly achieving the timeline for reviewing Resolution No. 18-NQ/TW, streamlining the political system's organizational apparatus, operating effectively; accelerating and making breakthroughs to achieve the socio-economic objectives and tasks for 2025 and the entire term of the 13th Congress, building a solid foundation for the country to step into a new era, developing rich, prosperous, and civilized, happy.

The Office of the Central Committee of the Communist Party of Vietnam will chair, cooperate with related agencies to monitor the implementation situation and report the results of the implementation of this Directive to the Secretariat.

Recently, the Office of the Government of Vietnam issued Official Dispatch 8726/VPCP-KGVX in 2024 conveying the directives of the Prime Minister of Vietnam regarding the Lunar New Year holiday and some other public holidays in 2025.

Officials and public employees, and employees will have a 5-day holiday for the 2025 Lunar New Year, from Monday, January 27, 2025, to the end of Friday, January 31, 2025 (i.e., from the 28th day of the 12th lunar month of 2024 to the 3rd day of the first lunar month of 2025).

However, as in 2025, all 5 days of the Lunar New Year Holiday 2025 fall on working days of the week, employees will additionally have the preceding and the following 2 weekends off.

What are the duties of students in Vietnam?

According to Article 34 of Circular 32/2020/TT-BGDDT, the duties of students are as follows:

- Learn and train according to curricula and education plans of their schools.

- Respect their parents, officials, teachers and staff of their schools, and those older than them; maintain solidarity and mutual support in learning and training; conform to the charter and rules of their schools; and abide by the law.

- Take exercises and maintain personal hygiene.

- Participate in group activities of their schools and classes, Ho Chi Minh Young Pioneer Organization and Ho Chi Minh Communist Youth Union; help their families, join physical and social activities and environmental protection activities, and maintain traffic order and safety.

- Protect school and public property; contribute to fostering, preservation and enhancement of school traditions.
