On December 30, 2024, the Ministry of Education and Training issued Circular 30/2024/TT-BGDDT Download promulgating the Regulations on enrollment for lower and upper secondary education.
Direct admission and priority admission for enrollment for upper secondary education under Circular 30/2024/TT-BGDDT, are detailed in Article 14 of the Regulations on enrollment for lower and upper secondary education issued alongside Circular 30/2024/TT-BGDDT Download as follows:
* Regarding direct admission to upper secondary education for the following groups:
- Students from boarding ethnic secondary schools at the lower secondary level.
- Students from very small ethnic minority groups.
- Students with disabilities.
- Lower secondary school students who receive national prizes organized by the Ministry of Education and Training or in cooperation with ministries and ministerial-level agencies for national-level exams and competitions, examinations, and festivals (collectively referred to as competitions) in culture, arts, and sports; science, and technology research competitions.
- Lower secondary school students who win prizes in international competitions selected by the Minister of Education and Training.
* Persons eligible for priority points
Priority points are added to the total admission score calculated on a 10-point scale for each subject. Group 1: additional 2.0 points; Group 2: additional 1.5 points; Group 3: additional 1.0 point.
(1) Group 1:
- Children of martyrs;
- Children of war invalids with a labor capacity reduction of 81% or more;
- Children of persons with disabilities with a labor capacity reduction of 81% or more;
- Children of individuals awarded with the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of 81% or more;
- Children of those who participated in the resistance activities affected by toxic chemicals;
- Children of revolutionary activists before January 1, 1945;
- Children of revolutionary activists from January 1, 1945, to the August Revolution in 1945.
(2) Group 2:
- Children of Heroes of the Armed Forces, children of Labor Heroes, children of Vietnamese Heroic Mothers;
- Children of war invalids with a labor capacity reduction of less than 81%;
- Children of persons with disabilities with a labor capacity reduction of less than 81%;
- Children of individuals awarded with the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of less than 81%.
(3) Group 3:
- Individuals with either parent from an ethnic minority group;
- Ethnic minorities;
- Students from particularly disadvantaged areas.
* Persons eligible for bonus points
+ Lower secondary school students who win prizes at the provincial-level exams organized by the Department of Education and Training or in cooperation with provincial departments and authorities in competitions held at the national level as regulated at point d, clause 1 of this Article download.
+ Bonus points are added to the total admission score calculated on a 10-point scale for each exam subject or paper. First prize winners receive 1.5 points; second prize winners receive 1.0 points; third prize winners receive 0.5 points.

Under Article 15 of the Regulations on enrollment for lower and upper secondary education issued alongside Circular 30/2024/TT-BGDDT Download:
[1] Direct the enrollment for lower and upper secondary education nationwide.
[2] Oversee enrollment for upper secondary education at schools under the Ministry of Education and Training.
[3] Direct the inspection and monitoring of the implementation of these regulations.
What are the methods of enrollment for upper secondary education in Vietnam?
Under Article 9 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT (document effective from February 14, 2025), the methods of enrollment for upper secondary education in Vietnam are:
- Annually, the enrollment for upper secondary education is organized once.
- The enrollment for upper secondary education is conducted using 01 (one) of the 03 (three) methods: admission, entrance exam, and combination of entrance exam and admission.
+ Admission: The admission criteria are the training and academic results across the years of the lower secondary education or the continuing education at the lower secondary level of the candidates, if repeating any class, the results of the repeated year are considered.
+ Entrance exam: according to the regulations in Article 13 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT.
+ Combination of entrance exam and admission: a combination of the above 02 methods.
