a. Legal Norm:

- It is a general rule issued or recognized by the state and ensured for implementation, reflecting the will and interests of the working people, aimed at regulating social relations.

- Social legal norm is a legal norm.

- Legal norms are always associated with the state.

- Legal norms are applied multiple times in life with a mandatory nature.

b. Structure of a Legal Norm:

*Hypothetical Component:

- This is the component of the norm that stipulates the location, time, subject, circumstances, and situations that may occur in reality, and if they exist, actions must be taken according to the rules set by the norm.

- There are types of assumptions such as simple, complex assumptions, relatively determined assumptions, abstract assumptions, etc., due to the richness and complexity of real life.

- However, to ensure the strict determination of law, the assumption, regardless of its type, must be determined to the extent consistent with the nature of that type of assumption.

Example: “Anyone who sees another person in a life-threatening situation and does not help, despite having the conditions to do so, leading to the person's death” (Article 102 – Penal Code 1999) is the hypothetical component of the norm.

*Regulation:

- This is the central component of the legal norm because it is the conduct rule reflecting the state's will that everyone must obey when the conditions set by the assumption arise.

- In the above example, the regulation component “despite having the conditions, not helping” implies the obligation to rescue the person in distress.

- There are many classifications of the regulation component, and each classification is based on a certain criterion.

- Depending on their role in regulating social relations, there are regulations for adjustment, protection, definition; based on the level of determination of conduct rules, there are determined regulations, discretionary regulations; based on the complexity, they can be simple or complex; depending on the method of expressing content, there are two classification systems, etc. As the central component of the legal norm, this classification can apply to classifying legal norms in general.

*Sanction:

- Sanction is the component of the legal norm that indicates the measures the state will apply to subjects that do not perform or do not correctly perform the orders stated in the regulation component of the legal norm.

- There are many types of sanctions: Depending on the level of determination, there are determined sanctions, relatively determined sanctions, selective sanctions, depending on the nature of the measures applied, there can be punitive sanctions, legal restoration sanctions, or simple, complex sanctions.

Under Clauses 2 and 3, Article 7 of Circular 17/2021/TT-BGDDT, the regulations on the minimum number of credits for the undergraduate program are as follows:

- Undergraduate program: 120 credits, plus physical education and national defense-security education according to current regulations.

- For level-7 specialized training programs: 150 credits and physical education and national defense-security education load per existing regulations; or 30 credits for persons holding a bachelor’s degree in the same academic discipline group;

- For masters programs: 60 credits for persons holding a bachelor’s degree in the same academic discipline group;

- For doctoral programs: 90 credits for persons holding a master’s degree, and 120 credits for persons holding a bachelor’s degree in the same academic discipline group.

- Minimum academic load of dual-degree programs shall have 30 credits and major/minor degree programs shall have 15 credits more than that of corresponding single-degree programs.

What are the requirements for the structure and content of a training program in Vietnam?

Under Clause 1, Article 8 of Circular 17/2021/TT-BGDDT, the requirements for the structure and content of a training program in Vietnam are as follows:

- Specify the role of each component and unit of study as well as logical connection and mutual complementation between components and units of study with the aim of achieving the general objectives and requirements of the training program;

- List out general specialized and professional requirements and characteristics of the field of training and/or academic discipline group at the education level, facilitating bridge programs between academic disciplines and education levels; concurrently, elaborate specific requirements and characteristics of the academic discipline.

- Stipulate major components compulsory for all learners; concurrently, provide additional and optional components that learners may choose according to their career plans;

- Provide guidance for learners in a flexible manner; enable learners to draw up their own study plans as suitable for their capacity and personal circumstances.
