What is the registration link for the high school student assessment (HSA) exam 2025 held by Hanoi National Parent University?

From 9:00 AM on February 23, Hanoi National Parent University will open registration for the high school student assessment (HSA) exam 2025, with a fee for each phase set at 600,000 VND.

The high school student assessment (HSA) exam 2025 held by Hanoi National Parent University is divided into six phases. Candidates can register from February 23 to 4:30 PM on March 2 through the Examination Center's website or the exam homepage (Https hsa edu vn).

Each candidate can choose only one of the six phases. If candidates wish to take an additional phase, they can register from 9:00 AM on March 3 up to 14 days before the official exam date. However, results depend on available exam slots.

Under the Examination Center at Hanoi National Parent University, to limit network congestion, candidates only may log in on one device to select a testing phase. If a second device is used, the registration account will be logged out of the system.

After selecting the exam slot, candidates must log out of the registration account and return later to pay the fee. The payment deadline is within 96 hours of successfully selecting an exam slot. If the fee is not paid within this time limit, the exam slot will be automatically canceled.

The competency assessment test of Hanoi National Parent University includes two mandatory parts: Mathematics - Data Processing (50 questions, 75 minutes) and Literature - Language (50 questions, 60 minutes). The third part is elective (50 questions, 60 minutes), where candidates choose either Science or English.

The test is taken on a computer. As each test section may include a trial question that does not count toward the score, the exam duration will range from 195 to 199 minutes.

Candidates can check results and receive a certificate 14 days after the exam. HSA scores are currently used by approximately 90 universities for entrance admission.

May universities in Vietnam autonomously organize competency assessment exams?

According to Article 60 of the Education Law 2019 regulations are as follows:

Duties and powers of schools

1. Schools have the following duties and powers:

a) Publicly announce objectives, programmes, educational plans, conditions of education quality assurance, evaluation and accreditation results of education quality; systems of degrees/diplomas and certificates of schools;

b) Conduct admission, education, training, scientific research, transfer results of training and scientific research as appropriate of functions, duties and powers; to ratify or issue degrees/diplomas and certificates within authority;

c) Propose demands and participate in recruitment of teachers and labour workers in public schools; to manage and employ teachers and labour workers; to manage learners;

d) Mobilize, manage and utilize resources according to the law; to build up infrastructure in conformity with the requirements of standardisation and modernisation;

dd) To coordinate with learners' families, organisations and individuals in educational activities; to arrange for teachers, labour workers and learners to participate in social activities and community service.

2. The performance of duties, organisational structure, personnel and finance of public schools are regulated as follows:

a) Institutions of preschool education and general education shall implement democratic regulations in schools; be answerable to society, learners, authorities; ensure the participation of learners, families and society in school management. Management in institutions of preschool education and public institutions of general education shall be in accordance with the Government’s regulations;

b) Institutions of vocational education and higher education shall implement democratic rights and be held accountable in accordance with the Law on Vocational education, Law on Higher education and other relevant regulations.

3. People-founded schools and private schools shall exercise democracy and be responsible for their own development plans, organisation of educational activities, formation and improvement of teacher resources, mobilization, use and management of resources for the realisation of educational objectives.

Moreover, Clause 2, Article 34 of the Higher Education Law 2012 states:

2. Enrolment organization:

a) The methods of enrolment include: entrance exams, profile evaluation or combination methods;

b) higher education institutions shall autonomously make decisions on the enrolment methods and bear responsibilities for the enrolment.

Thus, according to the above regulations, universities have the right to autonomy in enrollment, but they must have a mechanism and inform candidates.

In Vietnam, what does the registration application for the High School Graduation Exam 2025 include?

Under Clause 3, Article 20 of the Regulation on the High School Graduation Exam issued with Circular 24/2024/TT-BGDDT concerning exam registration:

b) Valid certificates to receive preferential policies and incentives (if any);

c) Photo size 4x6 taken in the style of ID card/citizen ID card, taken within six months before application submission;

d) Copy of academic records at the upper secondary level (for candidates falling under point b, Clause 1, Article 19 of this Regulation);

dd) Copy of upper secondary diploma (for candidates falling under point c, Clause 1, Article 19 of this Regulation);

e) Copy of post-secondary diploma, copy of study record or transcript of culture subjects at the upper secondary level following the Education Law and current guiding documents of the Ministry of Education and Training (for candidates falling under point d, Clause 1, Article 19 of this Regulation);

g) Certificate of retaining scores (if any) certified by the Principal of the previous school attended by the candidate or certified by the Department of Education where the candidate previously took the exam if the candidate is taking the exam in another province;
