May lower secondary school teachers in Vietnam apply for unpaid leave in December?

Under Article 115 of the 2019 Labor Code on personal leave and unpaid leave:

Personal leave, unpaid leave

1. An employee is entitled to take a fully paid personal leave in the following circumstances, as long as it is notified to the employer in advance:

a) Marriage: 03 days;

3. The annual leaves of teachers includes: summer vacation, Lunar New Year holiday, semester break, and other holidays. To be specific:
