What are the basic principles in university admissions in Vietnam?
Based on Article 4 of the University Admission and College Admission in Early Childhood Education Regulations issued together with Circular 08/2022/TT-BGDDT, the basic principles in university admissions are as follows:
(1). Fairness to candidates
- Regarding information provision: Each interested candidate is provided with complete, clear, reliable, consistent, and prompt information to make suitable decisions and best prepare for participation in admissions;
- Regarding opportunity to apply: No candidate is deprived of the opportunity to apply due to regulations unrelated to competency or qualifications (except for regulations of the Ministry of Public Security and the Ministry of National Defense specific to defense and security); or due to cumbersome, costly admission procedures;
- Regarding competency assessment: Candidates should be objectively, fairly, and reliably assessed concerning their academic abilities and potential to succeed, fulfilling the requirements of the programs and training majors;
- Regarding admission opportunities: Candidates should be given the highest opportunity for admission and the right to prioritize their preferences among eligible programs and training majors;
- Regarding fulfillment of commitments: Training institutions must fulfill commitments to candidates; provide consultation, support, and resolve complaints, protecting the legitimate rights of candidates in cases of risk.
(2). Equality among training institutions
- Regarding cooperation: Training institutions equally cooperate to enhance the quality and efficiency of admissions while bringing the best benefits to candidates;
- Regarding competition: Training institutions engage in honest, fair, and healthy competition in admissions as per the legal regulations on competition.
(3). Transparency to society
- Regarding information transparency: Training institutions are responsible for publicly disclosing complete, clear, and prompt admission information through appropriate media channels for society and state management agencies to supervise;
- Regarding accountability: Training institutions are obligated to report as required by state management agencies and account to society through appropriate channels on significant issues that concern the public.
When do candidates applying for university admissions receive regional preferences based on permanent residence in Vietnam?
According to Point c, Clause 1, Article 7 of the University Admission and College Admission in Early Childhood Education Regulations issued together with Circular 08/2022/TT-BGDDT, candidates in the following cases receive regional preferences based on their permanent residence:
- Students of ethnic boarding high schools who enjoy state-ordered priority and support policies;
- Students who have their permanent residence (during either high school or middle school) for over 18 months in areas:
+ Category 3 communes and villages with special difficulties in ethnic and mountainous areas as regulated by the Minister and Chairman of the Ethnic Committee and the Prime Minister of the Government of Vietnam;
+ Specially difficult coastal communes and islands;
+ Specially difficult, border, and safe zone communes as part of the investment program of Program 135;
+ Especially difficult villages and communes in regions regulated by the Prime Minister of the Government of Vietnam if attending high school (or middle school) within districts, district-level towns, provincial cities that include at least one specially difficult commune.
- Soldiers; officers, non-commissioned officers, enlisted men in the People's Public Security sent to take the exam, if stationed for at least 18 months in an area, enjoy regional preferences according to that area or their permanent residence before enlistment, whichever area has a higher priority level; if stationed in areas with different priority levels for over 18 months, they qualify for preferences according to the area with a longer stay period; if under 18 months, they qualify for regional preferences according to their permanent residence before enlistment.
