The cut-off is the total average score of 03 subjects over 06 semesters in high school (corresponding to the subject combination for evaluation based on the results of the 2024 high school graduation exam) plus preferential points for categories and regions according to the regulations of the Ministry of Education and Training, rounded to two decimal places.

- For candidates admitted under direct admission criteria of the Ministry of Education and Training: candidates can confirm their admission on the Ministry's enrollment portal from July 22, 2024, to 17:00 on July 31, 2024.
- For candidates registered on the school's registration system (xettuyen.hcmue.edu.vn) and have scores equal to or higher than the cut-offs of the evaluation methods: candidates must register their preferences on the Ministry of Education and Training's enrollment portal or the national public service portal. - After the official announcement of admission results, candidates need to complete the admission procedures on the Ministry of Education and Training's enrollment portal within the stipulated time.

Do universities have autonomy in organizing admissions according to their own methods?
Pursuant to Article 20 of the Regulation on university admission and college admission in Early Childhood Education issued together with Circular 08/2022/TT-BGDĐT, the evaluation and handling of admissions preferences according to the general plan are specified as follows:
- Training institutions are autonomous in organizing admissions according to their own methods and criteria, or voluntarily cooperate as a group to organize admissions according to common methods and criteria. The Ministry of Education and Training provides guidance on the admissions schedule and supports the handling of preferences on the system.
- After the deadline for registering preferences on the system, training institutions download the information and data from the system to serve the admissions process, including registration data and results of the high school graduation exam, and high school academic results of candidates applying to the training institution according to the admissions methods.
- Criteria for admissions:
+ The cut-off is determined to match the number of enrollments for each major, training program corresponding to the announced quotas, but not lower than the entrance threshold;
+ For a training major (or a training program) using a method and combination of subjects, all candidates are evaluated equally according to the score regardless of the order of preferences registered, except as provided below;
+ In case many candidates achieve the same score at the end of the list, the training institution may use a supplementary criterion, which is the order of preference (to select candidates with higher preferences);
+ Using regional and category preferential points for admissions ensures consistency and synchronization with the preferential point regulations specified in Article 7 of the Regulation issued with Circular 08/2022/TT-BGDĐT.
- After each admissions cycle, the training institution uploads to the system a list of candidates eligible for admission into majors, training programs (according to the admissions methods).
The system will automatically eliminate lower preferences of candidates eligible for multiple preferences, returning the list of candidates eligible for admission according to the highest preference.
- Based on the handling results of preferences, the training institution re-examines the admissions process in the subsequent cycle, adjusting the cut-offs to fit the quota within the prescribed time.
In the final cycle, the training institution determines the cut-offs for the majors, training programs (according to the admissions methods) and uploads to the system the list (official) of candidates eligible for admission.
Based on the final preference handling results, the training institution decides on the list of candidates admitted into the majors, training programs.
- The training institution announces the cut-offs (and any conditions or additional criteria if any) for majors, training programs according to the admissions methods; organizes for candidates to check their individual admissions results on the training institution's website (or for the coordinating group of training institutions).
Thus, universities must autonomously organize admissions according to their own methods and criteria or voluntarily cooperate as a group to organize admissions according to common methods and criteria.

c) About evaluating capability: Candidates must be objectively, fairly, and reliably assessed on their academic potential and prospects for success, meeting the program and training requirements;
d) About the opportunity for admission: Candidates must be given the highest admission opportunity and the right to determine their prioritized preferences among the qualified programs and majors;
đ) About fulfilling commitments: Training institutions must fulfill commitments to candidates; provide counseling, support, and resolve complaints, and protect the legitimate rights of candidates in unfortunate cases.
2. Equality between training institutions
a) About cooperation: Training institutions cooperate equally to enhance the quality and efficiency of admissions while bringing the best benefits to candidates;
b) About competition: Training institutions compete honestly, fairly, and healthily in admissions according to the competition laws.
3. Transparency to society
a) About transparent information: Training institutions are responsible for publicly posting complete, clear, and prompt admissions information through appropriate media for social and state agencies' monitoring;
b) About accountability: Training institutions are responsible for reporting as required by state agencies and being accountable to society through appropriate forms about major issues causing public concern.
Thus, higher education institutions must adhere to the basic principles in the admissions process as stipulated above.
