Can a university in Vietnam require admitted candidates to confirm enrollment earlier than the schedule according to the general plan?

Based on Article 18 of the University Admission Regulations, College Admission for Early Childhood Education, issued in conjunction with Circular 08/2022/TT-BGDDT, the regulation is as follows:

Early Registration and Evaluation

  1. Training institutions may have an early admission plan for certain admission methods, allowing candidates to register online or directly at the training institution.

2. The training institution organizes evaluation for candidates who have completed the application process, but does not require candidates to confirm enrollment earlier than the schedule according to the general plan. The training institution must publish and upload the list of candidates eligible for admission (except for high school graduation condition) to the system for processing preferences along with other evaluation methods according to the general plan, completing this before candidates register for admissions on the system.

  1. Candidates who have applied to the training institution according to the early admission plan must then continue to register their preferences on the system according to the general plan of the Ministry of Education and Training.

a) In case candidates have been notified by the training institution that they are eligible for admission (except for high school graduation condition) for a certain preference, candidates decide on the order of preference when registering on the system (depending on whether they want to be admitted to that preference or expand opportunities for admission to other preferences).

b) If a candidate is not eligible for admission to a desired training program, they can continue to register for that program using different admission methods on the system.

Therefore, universities are not allowed to require admitted students to confirm enrollment earlier than the schedule according to the general plan.

Do university admission schemes include tuition fee waiver policies?

b) State management agencies and society to supervise the implementation of legal regulations and commitments to learners by the training institution in admission and training works.

2. The main contents of the admission scheme include:

a) Information introducing the training institution, its disciplines, and training programs, including information about the decision to open disciplines, training language, faculty, learning and research conditions, graduation degrees, quality assurance results, graduation rates (out of total enrollment), and the employment rate of graduates suitable for their qualifications (according to Appendix III of the Regulations);

d) Risk management plans in the implementation of admission work and commitments by the training institution.

  1.
