Criteria for individuals and administrative units to be recognized as standardized literates in Vietnam: How many levels are there?
Based on Article 19 of Decree 20/2014/ND-CP, the criteria for individuals to be recognized as standardized literates include 2 levels as follows:
- Standardized literates Level 1: Completed stage 1 of the literacy eradication and continued education program or completed grade 3 of the primary education program.
- Standardized literates Level 2: Completed stage 2 of the literacy eradication and continued education program or completed the primary education program.
Based on Article 20 of Decree 20/2014/ND-CP, the regulations are as follows:
Criteria for individuals to be recognized as standardized illiteracy eradication at level 1
1. For Communes: At least 90% of individuals aged 15 to 35 are recognized as meeting literacy level 1; for communes with particularly difficult socio-economic conditions, at least 90% of individuals aged 15 to 25 are recognized as meeting literacy level 1.
2. For Districts: At least 90% of communes are recognized as meeting literacy level 1.
3. For Provinces: At least 90% of districts are recognized as meeting literacy level 1.

1. For Communes: At least 90% of individuals aged 15 to 60 are recognized as meeting literacy level 2; for communes with particularly difficult socio-economic conditions, at least 90% of individuals aged 15 to 35 are recognized as meeting literacy level 2.
2. For Districts: At least 90% of communes are recognized as meeting literacy level 2.
3. For Provinces: 100% of districts are recognized as meeting literacy level 2.
For administrative units such as communes, districts, and provinces, there are 02 levels of recognition for achieving literacy standards.
Criteria for standardized literates in Vietnam
What are the phases of the literacy eradication program in Vietnam?
Based on Section 3 Part 1 of the literacy eradication program issued with Circular 33/2021/TT-BGDDT, the literacy eradication program is divided into two phases as follows:
Phase 1: Includes 03 subjects (Vietnamese, Mathematics, Natural and Social Sciences). Total duration is 1,005 periods; divided into 03 semesters (semester 1, semester 2, semester 3).
Phase 2: Includes 04 subjects (Vietnamese, Mathematics, Science, History and Geography). Total duration is 949 periods; divided into 02 semesters (semester 4, semester 5). Semester 5 includes elective study topics, within the total duration of the subjects.
The total duration of the literacy eradication program is 1,954 periods.
What are the objectives of implementing the literacy eradication program in Vietnam?
Based on Section 2 Part 1 of the literacy eradication program issued with Circular 33/2021/TT-BGDDT, the objectives of the literacy eradication program are to provide learners with essential basic knowledge and skills to:
- Help learners form and develop key traits with specific expressions: love for homeland and country, awareness of preserving national cultural identity, and a sense of responsibility towards oneself, family, and community.
- Help learners initially form general abilities, develop language proficiency in all skills - reading, writing, speaking, and listening at a basic level: read correctly and fluently; understand main content and information of the text; relate and compare outside the text; write correctly in terms of spelling and grammar; write short sentences, paragraphs, and essays; articulate clearly; understand the speaker's opinion.
- Contribute to the formation and development of mathematical ability with the following requirements: perform basic mental operations; select arithmetic operations and formulas to present, express ideas and methods for solving problems; use mathematical language and simple learning tools to perform simple mathematical tasks.
- Help learners gradually form and develop scientific ability through observation and experimentation, integrating knowledge and skills to solve life problems; respect natural laws and behave suitably with the requirements of sustainable environmental and social development.
- Form and develop social science ability through recognizing social science, exploring society, and applying learned knowledge and skills to understand, discover themselves, their community, and society, analyze and resolve social issues.
- Help learners form and develop technological and information technology abilities through activities: recognizing technology; using technology; managing information technology and communication tools; applying information technology and communication in learning and self-study.
