What are the criteria for consideration for the promotion to the professional title of Garde II secondary school teacher in Vietnam from December 15, 2024?

Under Article 7 of Circular 13/2024/TT-BGDDT (effective from December 15, 2024), the criteria for consideration for the promotion to the professional title of Garde II secondary school teacher in Vietnam are specified as follows:

(1) Have been appointed the professional title of Garde III secondary school teacher (code V.07.04.32).

(2) During the period of holding the professional title of Garde III secondary school teacher and equivalent, have the quality graded as the good completion of tasks and above for 03 consecutive years of service prior to the year of consideration for the promotion to the higher professional title;

- Possess good political qualities and professional ethics;

- Not be under disciplinary action; not be in the period of implementing regulations related to discipline under the Communist Party of Vietnam's regulations and legal provisions.

(3) Meet the professional qualification standards of the professional title of Garde II secondary school teacher as stipulated in point a, clause 3, Article 4 of Circular 03/2021/TT-BGDDT regulating the professional title code and standards, and appointment, salary grading for public employees teaching in public lower secondary schools and clause 2, Article 3 of Circular 08/2023/TT-BGDDT.

(4) Meet the standards of professional competence of the professional title of Garde II secondary school teacher as regulated in points a, b, c, d, đ, e, g, i clause 4, Article 4 of Circular 03/2021/TT-BGDDT and clause 3, Article 3 of Circular 08/2023/TT-BGDDT.

(5) Meet the requirement for the period of holding the professional title of Garde III secondary school teacher (including equivalent grade) as regulated in clause 4, Article 3 of Circular 08/2023/TT-BGDDT.

Where, before being recruited or received, a teacher has had a service period in conformity with the law with compulsory social insurance premium payment, the regulations of the Government of Vietnam at point d, clause 1, Article 32 of Decree 115/2020/ND-CP as amended and supplemented at clause 16, Article 1 of Decree 85/2023/ND-CP shall apply.

What are the professional competence standards for Garde II secondary school teachers in Vietnam?

Under clause 4, Article 4 of Circular 03/2021/TT-BGDDT (amended by clause 3, clause 4, Article 3 of Circular 08/2023/TT-BGDDT), the professional competence standards for Garde II secondary school teachers in Vietnam are:

- Master the policies, directives, and laws of the Communist Party of Vietnam, the State, the regulations, and requirements of the education sector and localities regarding secondary education and effectively implementing assigned tasks;

- Have the ability to flexibly adjust teaching and education plans to fit the actual conditions of the school and locality; have the ability to create interdisciplinary thematic lessons;

- Proactively update and be able to flexibly and effectively apply teaching methods and technologies to meet the objectives of the general education program, suitable to the actual conditions of the school and locality;

- Proactively update and creatively apply assessment methods for evaluating the learning results, training, and progress of students to foster their qualities and competencies;

- Be able to effectively use psychological and vocational counseling measures according to the characteristics of each student in teaching and educational activities;

- Actively building healthy, trusting cooperative relationships with parents, relevant organizations, and individuals in implementing educational activities for students;

- Proactively research and be able to promptly update new standards for expertise; creatively apply various forms to enhance one's professional and occupational capabilities;

- Be capable of applying information technology in professional activities; can use foreign languages or minority languages as required by the job position.

- Have been recognized as an emulative soldier at the grassroots level; or received commendations from the district level or higher; or recognized as achieving one of the titles: excellent teacher, excellent homeroom teacher at the school level or higher, teacher acting excellent leader of the Ho Chi Minh Young Pioneer Organization at the district level or higher;

- Public employees taking the examination or consideration for promotion to the professional title of Garde II secondary school teacher (code V.07.04.31) must have held the professional title of Garde III secondary school teacher (code V.07.04.32) or equivalent for at least nine (9) years (not counting probation period) by the deadline for submitting the application for the examination or consideration for promotion.

What are the duties of a Garde II secondary school teacher in Vietnam?

Under clause 1, Article 4 of Circular 03/2021/TT-BGDDT, apart from the duties of a Garde III secondary school teacher, Garde II secondary school teachers shall:

- Act as a presenter or model teacher in training sessions for teachers or pilot new teaching models, methods, and technology from the school level or higher; lead training contents and specialized meetings in the professional group or participate in developing electronic learning materials;

- Instruct or evaluate scientific and technological research products from the school level or higher;

- Participate in social activities, and community service; attract the participation of organizations and individuals in organizing educational activities for students;

- Participate in external assessment teams or in professional and occupational inspections for teachers from the school level or higher;

- Join judging panels or participate as a question setter or tutor in competitions (for teachers or students) from the school level or higher (if available).
