What criteria do teachers in Vietnam need to meet in order to be rated as completing their tasks well at a high level of quality?

Criteria for evaluating teachers in Vietnam who have successfully completed their tasks

Based on Article 5 of Decree 90/2020/ND-CP, the criteria for classifying the quality of public employee teachers at the level of successfully completing their tasks are as follows:

* Non-management public employee teachers who meet all the following criteria will be classified at the level of successfully completing their tasks:

- Meeting the criteria specified in Clauses 1, 2, 3, and 4 of Article 3 of Decree 90/2020/ND-CP;

- Completing 100% of the tasks according to the signed employment contract, according to the set plan, or according to the specific assigned work, ensuring timely progress, quality, and efficiency.

* Management public employee teachers who meet all the following criteria will be classified at the level of successfully completing their tasks:

- Meeting the criteria specified in Clauses 1, 2, 3, 4, and Point a Clause 5 of Article 3 of Decree 90/2020/ND-CP;

- The criteria regarding the results of task execution according to the signed employment contract, according to the set plan, or according to the specific assigned work are all completed on time, ensuring quality, efficiency;

- The assigned unit or field of work completes all targets and tasks, with at least 80% completed on time, ensuring quality;

- 100% of the units under the direct management's jurisdiction are evaluated as completing their tasks or better, of which at least 70% complete well or excellently.

Based on Article 14 of Decree 90/2020/ND-CP, the criteria for classifying the quality of public employee teachers at the level of completing their tasks are as follows:

* Non-management public employee teachers who meet all the following criteria will be classified at the level of completing their tasks:

- Meeting the criteria specified in Clauses 1, 2, 3, and 4 of Article 3 of Decree 90/2020/ND-CP;

- The criteria regarding the results of task execution according to the signed employment contract, according to the set plan, or according to the specific assigned work are all completed, with no more than 20% of the criteria not ensuring quality, progress, or efficiency.

* Management public employee teachers who meet the following criteria will be classified at the level of completing their tasks:

- Meeting the criteria specified in Clauses 1, 2, 3, 4, and Point a Clause 5 of Article 3 of Decree 90/2020/ND-CP;

- The criteria regarding the results of task execution according to the signed employment contract, according to the set plan, or according to the specific assigned work are all completed, with no more than 20% of the criteria not ensuring quality, progress, or efficiency;

- The assigned unit or field of work completes more than 70% of the targets and tasks;

- At least 70% of the units under the direct management's jurisdiction are evaluated as completing their tasks or better.

Criteria for evaluating teachers in Vietnam who have not completed their tasks

Based on Article 15 of Decree 90/2020/ND-CP with phrases annulled by Clause 4 Article 1 of Decree 48/2023/ND-CP, the criteria for classifying the quality of public employee teachers at the level of not completing their tasks are as follows:

* Non-management public employee teachers who have one of the following criteria will be classified at the level of not completing their tasks:

- Exhibits signs of deterioration in political ideology, ethics, lifestyle, self-evolution, self-transformation as evaluated by the competent authority;

- More than 50% of the criteria regarding the results of task execution according to the signed employment contract, according to the set plan, or according to the specific assigned work do not ensure progress, quality, or efficiency;

- Has behavior that violates disciplinary actions in the evaluation year;

* Management public employee teachers who have one of the following criteria will be classified at the level of not completing their tasks:

- Exhibits signs of deterioration in political ideology, ethics, lifestyle, self-evolution, self-transformation as evaluated by the competent authority;

- More than 50% of the criteria regarding the results of task execution according to the signed employment contract, according to the set plan, or according to the specific assigned work do not ensure progress, quality, or efficiency;

- The assigned unit or field of work completes less than 50% of the targets and tasks;

- The unit under direct management's jurisdiction is involved in embezzlement, corruption, waste, and is handled according to the law;

- Has behavior that violates disciplinary actions in the evaluation year.

The purposes of public employee teacher evaluation and classification results in Vietnam

Based on Article 21 of Decree 90/2020/ND-CP, the evaluation and classification results of public employee teachers are used for placement, utilization, training, nurturing, promotion, or rank upgrading of professional titles, planning, appointment, dismissal, transfer, rotation, secondment, reward, discipline, evaluation, and classification of party members' quality, and other policies towards public employee teachers.
