Criteria for Classifying Public Employee Teachers Who Complete Tasks Excellently in Vietnam

Based on Article 12 of Decree 90/2020/ND-CP, the criteria for classifying public employee teachers as outstanding in task performance are as follows:

* Teachers not holding a managerial position who meet all the following criteria are classified as outstanding in task performance:

- Successfully comply with the regulations in Clauses 1, 2, 3, and 4 of Article 3 of Decree 90/2020/ND-CP;

- Complete 100% of the tasks according to the signed working contract, the planned tasks, or specific assigned work, ensuring timely, high-quality, and efficient completion, with at least 50% of the tasks being completed beyond the required level.

* Teachers holding a managerial position who meet all the following criteria are classified as outstanding in task performance:

- Successfully comply with the regulations in Clauses 1, 2, 3, 4, and Point a of Clause 5 of Article 3 of Decree 90/2020/ND-CP;

- The criteria for task performance according to the signed working contract, the planned tasks, or specific assigned work are all completed timely, ensuring high quality and efficiency;

- The units or the fields of work assigned for oversight complete all targets and tasks, with at least 50% of the targets and tasks completed beyond the required level;

- 100% of the units under direct oversight and management authority are evaluated as completing tasks, with at least 70% evaluated as performing well or performing outstandingly.

Procedures for Evaluating and Classifying Public Employee Teachers' Performance Quality in Vietnam

Based on Article 19 of Decree 90/2020/ND-CP, the procedures for evaluating and classifying public employee teachers' performance quality are as follows:

- For public employee teachers who are heads and deputies of heads:

+ Self-evaluation and classification

Public employees prepare self-evaluation reports, including the classification result of their work performance according to their assigned tasks and responsibilities, using Form No. 03 of the Appendix issued with Decree 90/2020/ND-CP;

+ Reviewing and evaluating public employees

A meeting is organized at the unit where the public employee works to review and evaluate the public employee.

Participants include all public employees of the unit.In case the unit has constituent units, the participants include the unit's leadership, representatives of the party committee, trade union, youth union at the same level, and heads of the constituent units; if the unit is large-scale, the heads of constituent units can provide feedback in writing.

The public employee presents the self-evaluation report at the meeting, and all attending members contribute feedback, which must be recorded in the minutes and approved at the meeting.

+ Seeking feedback from the party committee of the unit where the public employee works.

+ Reviewing, deciding on the evaluation, and classifying the public employee's performance quality

The personnel advisory department of the authority or unit responsible for evaluating aggregates the feedback at Points b and c of Clause 2 of Article 19 of Decree 90/2020/ND-CP and relevant documents (if any), then proposes the evaluation content and classification level for the public employee.

+ The competent authority decides the evaluation and classification of the public employee's performance quality.

+ The competent authority notifies the classification result to the public employee in writing and decides on the form of public disclosure within the organization, giving priority to electronic disclosure.

- For public employee teachers who do not hold managerial positions:

+ Self-evaluation and classification

Public employees prepare self-evaluation reports according to their assigned tasks using Form No. 03 of the Appendix issued with Decree 90/2020/ND-CP.

+ Reviewing and evaluating public employees

A meeting is organized at the unit where the public employee works to review and evaluate the public employee.

Participants include all public employees of the unit or all public employees of the unit's constituent part if the unit has constituent parts.The public employee presents the self-evaluation report at the meeting, and all attending members contribute feedback, which must be recorded in the minutes and approved at the meeting.

+ Reviewing, deciding on the evaluation, and classifying the public employee's performance quality

The competent authority evaluates and classifies the public employee's performance quality based on the feedback during the review meeting as stipulated at Point b, Clause 2, Article 19 of Decree 90/2020/ND-CP, then decides the evaluation content and classification level.

+ The competent authority notifies the classification result in writing to the public employee and publicly discloses the results within the organization, giving priority to electronic disclosure.

Uses of the Evaluation and Classification Results of Public Employee Teachers in Vietnam

Based on Article 21 of Decree 90/2020/ND-CP, the evaluation and classification results of public employee teachers are used for appointment, utilization, training, nurturing, rank promotion or job title advancement, planning, appointment, dismissal, transfer, secondment, commendation, discipline, as well as for evaluating and classifying the quality of party members and implementing other policies related to public employee teachers.
