What are the cases of appointment to the professional title of principal pedagogical college lecturer (Grade II) in Vietnam?
Under the provisions of Article 8 of Circular 35/2020/TT-BGDDT, cases of appointment to the professional title of principal pedagogical college lecturer (code V.07.08.21) in Vietnam include:
- Public employees recruited by educational institutions according to legal regulations, completed the probation policies for public employees, and are assessed as meeting the requirements by the head of the educational institution after the probation period.
- Public employees who have been appointed to the professional title of public employees teaching in public universities as stipulated in Inter-Ministerial Circular 36/2014/TTLT-BGDDT-BNV (this Joint Circular has been invalid since December 12, 2020) or equivalent, and are now appointed to the professional title of principal lecturer at pedagogical colleges (Grade II), code V.07.08.21 for public employees currently holding the professional title of principal lecturer (Grade II), code V.07.01.02, or equivalent.
- Public employees who change their professional titles as prescribed by the Law on Public Employees 2010 and its guiding documents.

What are the professional competencies standards for principal pedagogical college lecturers (Grade II) in Vietnam?
The professional competencies standards for principal pedagogical college lecturers (Grade II, code V.07.08.21) are stipulated in Clause 3 Article 5 of Circular 35/2020/TT-BGDDT as follows:
- Have in-depth knowledge of the subjects or fields assigned to teach; possess knowledge of related subjects or fields; have extensive understanding of occupational practices.
- Have a firm grasp of the realities and development trends in the training and scientific research of the specialty; proficiently apply pedagogical skills and methods in teaching; have the ability to evaluate, and summarize teaching experiences and methods for dissemination and application in educational institutions.
- Lead at least 01 (one) scientific and technological task at the institutional level or higher, which has been assessed as meeting the requirements or better.
- Lead or participate in the compilation of at least 01 (one) educational book, verified by the scientific council (approved by the head of the educational institution or the competent authority), accepted and used in training programs from intermediate level or higher, relevant to the lecturer's teaching or training specialty, and carrying an ISBN international standard book number.
- Be the author of at least 02 (two) scientific articles which are research works of a college pedagogy lecturer published in scientific journals carrying an ISSN international standard serial number.
- Have the ability to apply information technology and use foreign languages in performing the tasks of the principal lecturer at pedagogical colleges (Grade II).
Note: Public employees applying for examination or consideration for promotion to the professional title of principal lecturer at pedagogical colleges (Grade II) must have held the professional title of lecturer at pedagogical colleges (Grade III) or equivalent for a minimum of 09 (nine) years for those holding a bachelor's degree, and 06 (six) years for those with a master's degree; including at least 01 year (12 full months) holding the professional title of lecturer at pedagogical colleges (Grade III) up to the deadline for submission of the application for examination or consideration for promotion.
What are the duties of principal lecturers at pedagogical colleges (code V.07.08.21) in Vietnam?
The duties of principal lecturers at pedagogical colleges (code V.07.08.21) in Vietnam are specified in Clause 1, Article 5 of Circular 35/2020/TT-BGDDT as follows:
- Teaching; guiding students in doing projects, graduation theses (if any);
- Educating students’ professional ethics and work styles through teaching processes; assessing student’s academic results and graduation outcomes. Organizing and guiding students in scientific research; directing students towards effective study and research methods; identifying students’ exceptional talents for organizing training and talent development;
- Leading or participating in compiling and assessing curriculum; actively and regularly updating scientific achievements in building content and training programs; innovating teaching and assessment methods of students’ learning outcomes and practice;
- Participating in the training and development of college educators as per professional and occupational development needs; leading or participating in organizing professional activities within departments, faculties, and educational institutions;
- Engaging in class mentoring, and academic advising; guiding discussions, practices, experiments, and internships;
- Compiling textbooks, reference books, monographs, guidebooks, translating books, and textbooks from foreign languages to Vietnamese (collectively referred to as books serving education);
- Studying, and improving political theory, professional, and technical skills, and teaching methods; participating in practical activities to enhance education and scientific research quality;
- Participating in management tasks, Communist Party tasks, associations, and completing other tasks as per the organizational regulations and other related legal provisions.
