Under Article 6 of Circular 14/2024/TT-BLDTBXH:

Criteria and scoring for vocational education centers

- Quality assurance criteria for vocational education centers (hereafter referred to as centers):

Criterion 1 - Mission, objectives, organization, and management;

Criterion 2 - Training activities;

Criterion 3 - Teachers, management staff, public employees, laborers;

Criterion 4 - Training programs and curricula;

Criterion 5 - Facilities and training equipment;

Criterion 6 - Learners and learner support activities;

Criterion 7 - Supervision and quality assessment.

Besides, each qualified standard is scored 4 points, and each unqualified standard is scored 0 points.

Qualified standards are determined based on the center meeting the standards and maintaining them for at least one year up to the time of assessment. A summary table of criteria, the number of standards, and the benchmark scores for each criterion is in Appendix 02.

Under Article 7 of Circular 14/2024/TT-BLDTBXH on 07 specific criteria and standards in the quality assurance of vocational education centers in Vietnam:

Criterion 1 - Mission, objectives, organization, and management

- Standard 1.1: The mission and objectives of the center are specifically identified, aligned with the functions, tasks, development orientation of the center, and the labor demand in industry, locality development strategies.

- Standard 1.2: The center's organizational and management regulations ensure autonomy, accountability, and are reviewed and adjusted annually. Party organizations, mass organizations, and other advisory councils are established as per regulations.

- Standard 1.3: Departments or specialized sections, professional groups, and subordinated units of the center are clearly defined in terms of functions, tasks, assignments, in line with the sectoral structure, training scale, and the mission and objectives of the center.

Criterion 2 - Training activities

- Standard 2.1: Enrollment regulations and plans, enrollment policies are developed and implemented in accordance with training programs in industries, ensuring fairness and objectivity. Enrollment is monitored and improved to ensure suitability and effectiveness.

- Standard 2.2: Diverse training formats and methods suitable to the objectives, content of each training program, meeting learner needs and center conditions.

Training methods integrate practical skills training with providing specialized knowledge; promote learners' activeness, self-awareness, teamwork skills.

Types of learner assessment methods are properly designed, reviewed, evaluated, and improved to ensure accuracy, fairness, objectivity, and orientation for learners to achieve outcomes.

- Standard 2.3: The center develops and implements training plans for each class, course, semester, session. Training plans detailed down to module, subject, theoretical hours, practical, internship suitable with the training format to meet learning outcomes.

- Standard 2.4: Training activities are conducted according to approved training program objectives and content; cooperation with employers or organizations, individuals in organizing, guiding learners in practice and internships.

Criterion 3 - Teachers, management staff, public employees, laborers

- Standard 3.1: The center issues regulations on recruitment, planning, training, fostering teachers, management staff, public employees, laborers. Fully implements policies for teachers, management staff, public employees, laborers. Annually, the center develops a training, fostering plan for standardization and improving the quality of teaching staff for competent authorities' approval.

- Standard 3.2: The staff of teachers, management staff of the center achieve standards in professionalism, expertise, and other applicable standards; ensuring quantity, industry structure, and level meet the center's training requirements.

- Standard 3.3: Teachers teach according to objectives, training programs; fully and effectively perform the assigned training tasks.

- Standard 3.4: Annually, the center has a plan to train and foster improving qualifications, specialties, teaching methods for teachers. Teachers are periodically trained and fostered at employers to update knowledge, technology, improve vocational skills or according to the specific industry, job's peculiarities.

Criterion 4 - Training programs and curricula

- Standard 4.1: The center issues complete training programs, learning outcomes for each program. The involvement of employers in the development, appraisal of training programs. Learning outcomes meet the requirements of the Vietnamese National Qualifications Framework for vocational education levels, suitable to vocational education goals, industry training requirements, and publicized.

- Standard 4.2: Training programs are periodically reviewed, assessed, updated, and improved to meet labor market demands and sectoral, local development.

- Standard 4.3: Curricula are compiled or selected, appraised, issued for teaching and learning materials, specifying the knowledge, skills required for each module, subject in the training program, facilitating active teaching methods.

- Standard 4.4: Curricula are periodically evaluated, updated, supplemented to align with production, service technologies, adapting to changes in training programs.

Criterion 5 - Facilities and training equipment

- Standard 5.1: Comprehensive planning of the center's campuses is aligned with functionality, environmental sustainability. The center’s technical infrastructure follows regulations and current standards, meeting training, production, service, living needs.

- Standard 5.2: Classrooms, specialized classrooms, practice, experimental, physical education areas have facilities, equipment suitable for trades, scale, training level, ensuring technological requirements and environmental protection.

- Standard 5.3: Training equipment and tools meet the organizational requirements for implementing training programs; managed, maintained, and repaired to ensure pedagogical, health safety, and environmental hygiene standards.

- Standard 5.4: The center manages, allocates materials to meet timely, fully as per training plans and schedules. Has adequate programs, curricula in printed or electronic formats for learners, teachers, and management staff to research, reference.

Criterion 6 - Learners and learner support activities

- Standard 6.1: Information on industries, training programs, implementation organization: Training regulations, examination, assessment, graduation recognition rules; center's rules and regulations and policies for learners are clearly, fully described and publicized.

- Standard 6.2: Learners are ensured to receive policy benefits as per regulations; respected and treated equally, without any discrimination based on ethnicity, religion, belief, gender, personal characteristics, family origin, social status, economic condition.

- Standard 6.3: The center has policies and implements reward, encouragement policies for learners achieving high results in learning, practicing; promptly supports learners in completing learning tasks; provides job placement counseling for learners post-graduation.

Criterion 7 - Supervision and quality assessment

- Standard 7.1: Annually, the center conducts surveys of learners in training trades on the quality, effectiveness of training formats, methods; quality of services, teaching, policy implementation related to learners; collects feedback from employers and stakeholders on the graduates' responsiveness.

- Standard 7.2: The center conducts self-quality assessments; has specific plans and measures to improve, enhance training quality based on feedback, self-assessment results, and external assessments (if any).

- Standard 7.3: The center achieves a rate of 80% or more of graduates employed within 6 months after graduation.
