What is Criterion 1 regarding the professional standards for lecturers teaching college programs in Vietnam?

Under Article 5 of Circular 05/2024/TT-BLDTBXH detailing Criterion 1 regarding the professional standards for lecturers teaching college programs in Vietnam:

- The educational qualifications of lecturers teaching the college programs shall follow the provisions in Clauses 3 and 4, Article 54 of the Vocational Education Law 2014.

- The vocational skill certificate required to teach college-level practice is stipulated as follows:

+ Outstanding Artisan, Outstanding Artist, Outstanding Doctor, Outstanding lecturer, or higher;

+ Specialist Doctorate Level I or higher; Engineer degree;

+ Bachelor's degree or equivalent level or higher for certain majors and professions such as:

++ Arts (excluding majors: Theory, history, and criticism of fine arts; Theory, history, and criticism of theater;

++ Theory, history, and criticism of cinema, television; Theory, history, and criticism of dance);

++ Physical education and sports (excluding sports management); Computers and information technology;

++ Accounting; Hospitality management and culinary services;

++ Teacher training (majors such as English, Russian, French, Chinese, German, Japanese, and Korean language education; Physical education; Sports coaching); Foreign languages, literature, and culture;

+ College/vocational college diploma; Certificate of vocational practice skills at the vocational college level; professional practice certificate or license  according to legal regulations; Certificate of crew member competency under the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW Convention);

+ National vocational skill certificate level 3; Certificate of excellence in national vocational skill competitions; Certificate of craftsmanship levels 5/7 or 4/6 or higher;

+ Level 4 vocational skill certificate as per the National Qualification Framework (Niveau 4 DQR) of the Federal Republic of Germany; Vocational skill certificate at college level, advanced college diploma (Diploma, Advanced Diploma) of Australia; National vocational skill certificate level 3 (Level 3 as prescribed in the National Occupational Skill Standard) or higher of Malaysia;

+ National, regional, and international award certificates; Certificates of coaching students who have received national, regional, and international awards in vocational education majors;

+ Other diplomas, certificates, recognitions, and titles as prescribed by law.

How many times will the original college diploma in Vietnam be issued to students?

Under Clause 2, Article 2 of Circular 10/2017/TT-BLDTBXH as amended by Clause 1, Article 1 of Circular 24/2020/TT-BLDTBXH:

Principles of managing and issuing intermediate and college diplomas

1. Intermediate and college diplomas (hereafter referred to as diplomas) are centrally managed, granting autonomy and accountability to schools according to Clause 3, Article 21 of this Circular.

2. The original diploma is issued once to students (hereafter referred to as learners).

3. All fraudulent acts in issuing and using diplomas are prohibited.

4. Ensuring transparency and openness in the issuance of diplomas.

Therefore, the original college diploma is issued only once to students (learners).

What is the current college diploma template in Vietnam?

The college diploma template is prescribed in Article 3 of Circular 10/2017/TT-BLDTBXH, as amended by Clause 2, Article 1 of Circular 24/2020/TT-BLDTBXH as follows:

- The college diploma is printed in both Vietnamese and English, consisting of four (4) pages, each with dimensions of 190 mm x 135 mm.

Page 1 and page 4 have a red background. Page 1 features the National Emblem, and the text on page 1 is in yellow.

Pages 2 and 3 have a yellow background, with a darker yellow decorative border; the depiction of a bronze drum is embossed in the center of page 2, and the National Emblem is embossed in the center of page 3; the name of the certificate is in red, and other text is in black.

The template and content inscription on the college diploma are stipulated in Appendix II attached to Circular 10/2017/TT-BLDTBXH, Clause 1, Article 5 of Circular 34/2018/TT-BLDTBXH.

*The content inscribed on the college diploma includes:

- National title, motto:

SOCIALIST REPUBLIC OF VIETNAM

Independence - Freedom - Happiness

- Title of the principal of the institution issuing the certificate;

- Name of the institution issuing the certificate;

- Name of the diploma according to each level of training (intermediate diploma, college diploma);

- Training field, profession;

- Surname, middle name, name of the recipient of the diploma;

- Date of birth of the certificate recipient;

- Graduation classification;

- Venue, date of certificate issuance;

- Title, signature, surname, middle name, and name of the principal of the institution issuing the certificate and official stamp;

- Serial number, registration number in the main register of issued certificates;

- For high-quality programs, the phrase "high-quality program" is included below the name of the training field, profession;

- Other content in accordance with legal regulations.
