When does a teacher in Vietnam have the quality graded excellent compilation of tasks?

Under Clause 1, Article 12 of Regulation 124-QD/TW in 2023 regarding grading criteria:

Grading Criteria

Quality grading according to 4 levels:

1. Excellent compilation of tasks

Applies to collectives or individuals with outstanding achievements; exemplary for others to learn from and follow; all assessment criteria achieve "Good" or higher; among them, criteria on performance results of assigned tasks during the year (for collectives), the results of performing duties and tasks during the year (for individuals) are assessed as "Excellent" through specific products.

1.1. For collectives: No affiliated organizations or members of the leadership or management collective have been disciplined.

1.2. For individuals: Complete 100% of targets and tasks as planned or as assigned on time, ensuring quality and efficiency; within which at least 50% of targets and tasks exceed expectations.

Thus, a teacher will have the quality graded excellent compilation of tasks when 100% of the targets and tasks are completed according to the proposed plan or as assigned on schedule, ensuring quality and efficiency; among which at least 50% of the targets and tasks exceed expectations.

How many steps are there in the annual quality assessment and grading process for teachers in Vietnam?

According to Clause 2, Article 11 of Regulation 124-QD/TW in 2023, the annual quality assessment and grading process for teachers in Vietnam are performed in 3 steps:

- Step 1: Collectives and individuals conduct self-assessment and grading.

Based on grading criteria, each organization, collective, or individual analyzes their quality and classifies themselves into one of 4 levels as prescribed in Article 12.

- Step 2: Validation and proposal of grading levels.

Based on the results of self-assessment and grading of the collective or individual and opinions of relevant agencies, the advisory agency on organizational personnel reviews and proposes quality grading levels.

- Step 3: The competent authority decides the quality grading.

For collectives and individuals, if after the assessment and grading results, there are complaints or accusations, signs of party discipline violation, state law abuse, or internal conflicts, the direct superior party committee will direct inspection, verification, assessment, and reconsideration of the assessment and grading results.

What are the principles for annual quality grading for teachers in Vietnam?

According to Article 3 of Regulation 124-QD/TW in 2023, the quality assessment and grading of teachers must ensure the following principles:

- Ensuring the leadership of the Communist Party of Vietnam; strictly implementing the principles of democratic centralism, self-criticism, and criticism; maintaining unity and cohesion, while respecting authority and responsibility.

- Focusing on political character, ethics, lifestyle, responsibility, and methods in conducting tasks, especially in work efficiency. Linking individual responsibility to the collective; connecting the results of leaders, and managerial cadres with the results of localities, organizations, agencies, and units.

Strengthening inspection, and supervision, ensuring uniform and consistent implementation in the political system from the Central to grassroots levels.

- Closely combining assessment results and grading of officials, public employees, and employees with the assessment and grading of party membership quality.
