What is the content of legal education on road traffic order and safety in educational institutions of Vietnam from January 1, 2025?

Under Article 4 of Decree 151/2024/ND-CP (effective from January 1, 2025) regulating the content of legal education on road traffic order and safety in educational institutions in Vietnam:

(1) The content of legal education on road traffic order and safety for children at preschool education institutions includes:

- Recognizing types of road traffic vehicles;

- Recognizing traffic signal lights, the meaning of traffic signals, and some common road signs;

- Safety when walking or on road traffic vehicles;

- Knowing how to wear a helmet properly;

- Safe play areas;

- The dangers and consequences of not complying with road traffic safety regulations.

(2) The content of legal education on road traffic order and safety for primary school students includes:

- Recognizing the commands of traffic controllers; traffic signal lights; common road signs;

- Some common road traffic rules; recognizing the necessity to comply with road traffic rules;

- Crossing the road safely;

- Selecting and wearing a helmet correctly;

- Safely getting on and off bicycles, motorcycles, and mopeds;- Familiarizing with bicycles and how to ride a bicycle safely;

- Some skills to avoid road traffic accidents.

(3) The content of legal education on road traffic order and safety for lower secondary school students includes:

- Road traffic rules;

- Recognizing and obeying road signs;

- Wearing a standard helmet and strapping it correctly when participating in road traffic;

- Safety when sitting on a motor vehicle;

- How to ride bicycles and electric bicycles safely;

- Preventing risks and consequences of traffic accidents and handling traffic incidents.

(4) The content of legal education on road traffic order and safety for upper secondary school students and students of vocational education and training institutions includes:

- Road traffic rules; road signs; speed and safe distance of motor vehicles;

- Predicting and avoiding hazards;

- How to ride a motorcycle safely.

From 2025, can upper secondary school students in Vietnam operate 50cc motorcycles to school?

Under Clause 1, Article 59 of the Road Traffic Order and Safety Law 2024 (effective from January 1, 2025) on the age and health of vehicle operators participating in road traffic in Vietnam:

Age and health requirements of vehicle operators participating in road traffic

1. Age requirements of drivers, operators of heavy-duty vehicles are as follows:

a) People of at least 16 years of age may operate mopeds;

b) People of at least 18 years of age may apply for A1, A, B1, B, C1 driver license and certificate of road traffic law trainings in order to operate heavy-duty vehicles in road traffic;

c) People of at least 21 years of age may apply for C and BE driver license;

d) People of at least 24 years of age may apply for D1, D2, C1E, and CE driver license;

dd) People of at least 27 years of age may apply for D, D1E, D2E, and DE driver license;

e) Operators of passenger motor vehicles (including buses) with a seating capacity of more than 29 people (excluding the driver’s seat), passenger sleeper motor vehicles must not be older than 57 in case of male operators and 55 in case of female operators.

Simultaneously, under Point g, Clause 1, Article 34 of the Road Traffic Order and Safety Law 2024 (effective from January 1, 2025) on the classification of road traffic vehicles as follows:

Vehicle classification

1. Motorized vehicles consist of:

g) Mopeds include two-wheeled or three-wheeled, engine-powered vehicles designed and manufactured for road operation, having maximum design speed of 50 km/h; maximum engine displacement of 50 cm3 in case of heat engines; maximum engine capacity of 4 kW in case of electric engine; mopeds do not include motorized bicycles;

Thus, upper secondary school students are allowed to operate  50cc motorcycles to school if they are 18 years or older and can operate motorcycles under 50cc if they are at least 16 years old.

What is the guidance on safe motorcycle operating skills for upper secondary school students in Vietnam from January 1, 2025?

Under Clause 1, Article 5 of Decree 151/2024/ND-CP regulating the guidance on safe motorcycle operating skills for upper secondary school students as follows:

- Methods to recognize and handle dangerous situations when operating vehicles

- Structure and function of motorcycle components, methods of maintenance, and safe vehicle inspection

- Traffic participation culture; responsibilities of motor vehicle operators; assisting traffic accident victims

- How to start and turn off the engine, use the throttle, brakes, shift gears, and use protective equipment

- Proper operating posture and safe dismounting- Starting, adjusting speed appropriately, and stopping safely

- Operating vehicles through four patterns, including: operating vehicles through a figure-eight path, a straight path, a path with obstacles, and a rough path

- Other relevant content.
