According to Article 72 of the Education Law 2019 on the standardized educational qualifications of teachers:

Standardized educational qualifications of teachers

1. Standardized educational qualifications of teachers are regulated as follows:

a) Teachers of preschool education teachers must possess at least a pedagogical college diploma;

b) Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.

In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;

c) Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree.

b) Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education.

A bachelor's degree in a suitable discipline as prescribed in the standardized educational qualifications for primary, lower secondary, and upper secondary school teachers is identified as a bachelor's degree in pedagogy training or a bachelor's degree in a discipline not within pedagogy training but having subjects or modules (in the specialized knowledge cluster) in its training program that ensure the teaching requirements of a specific subject in the General Education Program. The head of the competent education authority decides or collaborates with the training institution (where the degree was granted) to determine the suitability of the bachelor's degree with the specific subject in the General Education Program.

Thus, according to the above regulations, Civic Education teachers at the lower secondary education level in Vietnam must meet one of the following conditions:

- Have a bachelor's degree in a suitable discipline

- Have a certificate in pedagogical training

- Have the degree determined the suitability

According to guidance in Circular 02/2021/TT-BGDDT, amended by Circular 08/2023/TT-BGDDT, the current salary coefficient of Civic Education teachers is as follows:

- Grade 3 primary school teachers, code V.07.03.29, apply the salary coefficient of public employee type A1, from a salary coefficient of 2.34 to 4.98;

- Grade 2 primary school teachers, code V.07.03.28, apply the salary coefficient of public employee type A2, group A2.2, from a salary coefficient of 4.00 to 6.38;

- Grade 1 primary school teachers, code V.07.03.27, apply the salary coefficient of public employee type A2, group A2.1, from a salary coefficient of 4.40 to 6.78.

According to guidance in Circular 03/2021/TT-BGDDT, amended by Circular 08/2023/TT-BGDDT, the current salary coefficient of Civic Education teachers at the lower secondary education level in Vietnam is as follows:

- Grade 3 lower secondary school teachers, code V.07.04.32, apply the salary coefficient of public employee type A1, from a salary coefficient of 2.34 to 4.98;

- Grade 2 lower secondary school teachers, code V.07.04.31, apply the salary coefficient of public employee type A2, group A2.2, from a salary coefficient of 4.00 to 6.38;

- Grade 1 lower secondary school teachers, code V.07.04.30, apply the salary coefficient of public employee type A2, group A2.1, from a salary coefficient of 4.4 to 6.78.

Will all teachers in Vietnam receive an increase in the statutory pay rate?

As stipulated in Article 2 of Decree 73/2024/ND-CP, the specific regulations are as follows:

Regulated entities

1. Salary and allowance earners to whom the statutory pay rate applies as prescribed in Article 1 of this Decree include:

a) Officials from central echelon to district level prescribed in clause 1 and clause 2 Article 4 of the Law on Officials 2008 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

b) Officials at communal level prescribed in clause 3 Article 4 of the Law on Officials 2008 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

c) Public employees working for public service providers prescribed in Law on Public Employees 2010 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

d) Persons who work under employment contracts as prescribed in the Government’s Decree No. 111/2022/ND-CP dated December 30, 2022 on contracts of employment for certain tasks in administrative units and public service provider, and are eligible for, or have agreed under the signed employment contracts on, salary payment according to the Government’s Decree No. 204/2004/ND-CP dated December 14, 2004 on pay policy for officials, public employees and armed forces;

Hence, according to the above regulation, only teachers who are public employees working at public schools or teachers working under Contract 111 will receive an increase in the statutory pay rate based on Decree 73/2024/ND-CP.
