- A foreign teacher that is a native speaker shall have at least a college degree; has a recognized certificate training in English teaching; has completed the training program for preschool education techniques or English language preparation methods run by a college or university that provides preschool teacher training (at least 120 sessions, including at least 45 practice sessions at preschool education institutions).
- A foreign teacher that is not a native speaker shall be qualified for teaching English language preparation for preschool students if one of the following requirements is satisfied:
+ He/she has a college degree or higher in English teaching or English language; has completed the training program for preschool education techniques or English language preparation methods run by a college or university that provides preschool teacher training (at least 120 sessions, including at least 45 practice sessions at preschool education institutions);
+ He/she has a college degree or higher; has a certificate of training in English teaching or certificate CEFR B2 level in English; has completed the training program for preschool education techniques or English language preparation methods run by a college or university that provides preschool teacher training (at least 120 sessions, including at least 45 practice sessions at preschool education institutions);
In addition, foreign teachers that teach the English language preparation Program to preschool students shall also satisfy requirements for foreigners to work in Vietnam.

According to Article 29 of the Preschool Charter issued under Circular 52/2020/TT-BGDDT, foreign teachers teaching foreign languages in preschools have the following rights:
- To be respected; to have their dignity, honor, and body protected; to enjoy physical and spiritual benefits as per regulation.
- To be autonomous in performing professional tasks with the assistance of divisions of specialities and the school; to be facilitated to perform tasks of nurturing, caring, and educating children.
- To receive salary and allowance and other policies as per the law.
- To be facilitated to study and attend advanced training to improve professional capability while receiving full salary, allowance according to the salary, and other policies as per regulation when appointed by competent authorities to study or attend advanced training.
- To receive commendations and emulation titles and other noble titles as per regulation.
- Other rights as per the law.
Moreover, foreign teachers teaching foreign languages in preschools have duties as outlined in Article 28 of the Preschool Charter issued under Circular 52/2020/TT-BGDDT, which include:
- Perform assigned tasks according to plans and assignments of the principal.
- Depending on the job position, the staff shall perform tasks in accordance with regulations on professional title standards of the current job position and comply with regulations of the school.
- Ensure the safety of children in eating and daily activities at the school. Comply with regulations on food safety when making food for children and ensure that no food poisoning occurs to children.
- Preserve the virtue, honor, and reputation of staff and the school; unite and help colleagues; perform etiquette principles of staff as per regulation.
- Improve professional capability to improve the quality of children’s nurture, care, and education.
- Perform regulations of the school and other regulations of the law.

According to Article 30 of the Preschool Charter issued under Circular 52/2020/TT-BGDDT, the manners, etiquette, and attire of foreign teachers teaching foreign languages in preschools in Vietnam are specified as follows:
- The manners and etiquette of teachers and staff shall comply with regulations of the education authority and the law. Teachers and staff shall not:
+ Insult the honor or dignity or violate the body of children and colleagues;
+ Conduct unfair treatments for children;
+ Twist the educational content;
+ Skip working hours or teaching sessions; arbitrarily crop the program for children’s nurture, care, and education;
+ Do private matters while organizing activities of nurturing, caring, and educating children.
+ Smoke, drink alcohol, or use other stimulants while participating in activities of nurturing, caring, and educating children.
- Attire of teachers and staff must be appropriate and meet the requirements for nurturing, caring, and educating children and requirements on office attire.
