What are the general objectives of the general education program for English in Vietnam?
According to section 3 of the General Education Program for English issued with Circular 32/2018/TT-BGDDT, the general objectives of the general education program for English in Vietnam are as follows:
- The general education program for English equips students with a new communication tool, forming and developing students' ability to communicate in English through listening, speaking, reading, and writing skills.
Upon completing the general education program, students can communicate at Level 3 of the 6-level Foreign Language Proficiency Framework for Vietnam, creating a foundation for students to use English in learning and foster lifelong learning habits to become global citizens in the integration period.
- The general education program for English provides students with a broad understanding of the country, people, and culture of some English-speaking countries and other countries worldwide; fosters a positive attitude and feelings towards the country, people, culture, and languages of those countries.
Additionally, the general education program for English contributes to forming and developing essential qualities and competencies for students, such as awareness and responsibility towards work, career orientation, and selecting suitable occupations according to their abilities and interests in the context of the new industrial revolution.
What are the regulations on assessing the educational results for English in Vietnam?
According to section 7 of the general education program for English issued with Circular 32/2018/TT-BGDDT, the assessment of educational results for English at the primary level is as follows:
- Testing and assessment are important factors in the teaching process, providing feedback on students' English communication proficiency during and upon completing a learning phase.
- This practice encourages and guides students in their learning process, helping teachers and schools evaluate students' learning results, thereby effectively adjusting the teaching methods for the subject at various educational levels.
- The assessment of students' learning activities must adhere closely to the objectives and content of the Program, based on the requirements for communication skills at each grade level, aiming to help students achieve the specified levels of communication proficiency when completing primary, lower secondary, and upper secondary education.
- Assessment activities should be conducted in two forms: regular assessment and periodic assessment. Regular assessment should be conducted continuously through classroom teaching activities.
- During the teaching process, priority should be given to regular assessments to assist students and teachers in monitoring the progress toward the Program objectives. Periodic assessments should be conducted at specified times during the academic year to evaluate the level of achievement compared to the required results set for each grade level.
- The final assessment for primary, lower secondary, and upper secondary education levels must be based on foreign language proficiency requirements according to the 6-level Foreign Language Proficiency Framework for Vietnam, specifically Level 1 for primary education, Level 2 for lower secondary education, and Level 3 for upper secondary education.
- Assessment is conducted through various forms such as quantitative, qualitative, and a combination of both during the entire learning process, integrating teacher assessment, peer assessment, and self-assessment by students.
- The types of tests and assessments should align with the teaching methods applied in the classroom, including oral tests (dialogues, monologues) and written tests that integrate language skills and knowledge, combining objective multiple-choice, essay, and other assessment forms.
When are students in Vietnam exempted from the Foreign Language paper in the High School Graduation Exam 2025?
According to clause 2, Article 39 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT (effective from February 8, 2025) on the exemption from the Foreign Language paper in high school graduation recognition is as follows:
- Members of the national team participating in international language Olympiads as decided by the Minister of Education and Training are exempt from the Foreign Language paper in high school graduation recognition.
- Individuals holding one of the foreign language certificates specified in Appendix 1 issued with Circular 24/2024/TT-BGDDT or other foreign language certificates recognized as equivalent by the Ministry of Education and Training, with proficiency at Level 3 or higher and valid until the date of completing exam procedures, are exempt from the Foreign Language paper in high school graduation recognition.
- Individuals eligible for exemption from the Foreign Language paper but wishing to take the Foreign Language paper in the graduation exam to use the Foreign Language paper results to calculate the high school graduation score.
