Propaganda Sample for the Traditional Day of Vietnamese Students the Traditional Day of Vietnamese Students: The Ever-Burning Flame of Tradition On January 9, 1950, the student movement in Saigon - Gia Dinh created an indelible mark in the history of national liberation struggle. Thousands of students took to the streets demanding democracy, freedom, protection of education, and protesting against brutal colonial policies. Despite brutal repression, the passionate hearts of the youth burned bright with a strong patriotic spirit. This heroic event immortalized the name of Comrade Tran Van On – the courageous student who sacrificed his life in the struggle. His and his comrades' blood ignited a hatred for invaders, nurturing the fighting spirit of young Vietnamese generations. To commemorate that significant event, the first National Congress of the Vietnam Youth Federation in February 1950 decided to make January 9 the Traditional Day of Vietnamese Students and honor the contributions of the Vietnamese Student Association. For over 70 years, Vietnamese student generations have always upheld and fostered the tradition of patriotism, ready to devote themselves to the cause of national construction and protection. From the period of resistance against foreign invaders to the era of peace, renovation, and integration, student generations have continuously grown, contributing to the revolutionary cause of the nation. Today, in the era of global integration, the responsibility of the younger generation is more important than ever. Why is January 9 every year chosen as the Traditional Day of Vietnamese Students and the Vietnamese Student Association?
According to Clause 2, Article 3 of Decree 111/2018/ND-CP:
A traditional day marks a memorable event, a recognized formative or developmental process, with continuity and succession.
On January 09, 1950, the National Salvation Youth Union and the Student Union of Saigon - Gia Dinh - Cho Lon organized a movement mobilizing over 10,000 people, predominantly students, to protest demanding safety for student study and the release of arrested students and reopening of schools.
With that historical event, the first National Congress of the Vietnam Youth Federation in February 1950 in Viet Bac decided to designate January 9 annually as the Students' Tradition Day. The fifth National Congress of the Vietnam Students' Association (November 22, 1993 - November 23, 1993) in Hanoi, also decided to make January 9 the Tradition Day of the Vietnam Students' Association.
2025 is the 75th anniversary of the Traditional Day of Vietnamese Students and the Vietnamese Student Association (January 09, 1950 - January 09, 2025).
Will the 75th anniversary of the Traditional Day of Vietnamese Students and the Vietnamese Student Association be held?
According to Article 9 of Decree 111/2018/ND-CP, regulations on organizing commemorations of establishment and traditional days are as follows:
Organization of commemoration of establishment and traditional days
1. Decennial anniversaries
a) Ministries, central authorities, and provincial/municipal People's Committees organize commemorations of establishment, plan commemoration activities, detailing time, location, program, and composition of the ceremony;
b) Approve plans for commemoration activities:
- Ministers, heads of central authorities approve plans for commemoration activities of ministries and central authorities;
- Chairpersons of provincial/municipal People's Committees approve plans for commemoration activities at provincial and local levels.
c) Heads of ministries and central authorities, provincial levels establish Steering Committees, Organizing Committees for the commemoration day according to approved plans, ensuring solemnity, practicality, effectiveness, and thrift.
2. Other years: Organize propaganda, education, competition, seminars, talks, and other practical activities to commemorate the establishment and traditional day. No commemoration ceremony is organized.
3. Funding for organizing the establishment and traditional days is accounted in the annual routine expenditure estimates of authorities and localities as per the Law on State Budget.
Additionally, Clause 3, Article 4 of Decree 111/2018/ND-CP stipulates principles for organizing the commemoration of traditional days as follows:
- Commemoration activities must be organized respectfully, safely, economically, and without ostentation or formality.
- Commemorations of establishment and traditional days are only organized if there is an establishment document or recognition decision from the competent authority.
- The commemoration ceremony is only held in the decennial anniversaries. In cases where ministries and central authorities, provincial levels have establishment, re-establishment, and traditional days concurrently, only one can be chosen for commemoration.
- No gifts or receptions during commemoration activities.
According to Clauses 5 and 6, Article 3 of Decree 111/2018/ND-CP, the terms of "decennial anniversary" and "other years" are explained as follows:

In this Decree, the following terms are understood as follows:

5. A Decennial anniversary is a year ending with the number “0.”
6. Other years are years ending with other digits.
2025 marks the 75th anniversary, not a round decade year (like 10, 20, 30...); therefore, according to regulations, 2025 will be classified as an "other year" rather than a "decennial anniversary."
Thus, the 75th anniversary of the Traditional Day of Vietnamese Students and the Vietnamese Student Association (January 09, 1950 - January 09, 2025) will only have promotional, educational, competitive, seminars, talks, and other practical activities to commemorate the day.
Therefore, there will be no commemoration ceremony for the 75th anniversary of the Traditional Day of Vietnamese Students and the Vietnamese Student Association (January 09, 1950 - January 09, 2025) this year.
